Kenosha County is seeking a motivated person to join our Human Service Department as the Workforce Development Director. The Workforce Development Director is an advanced level managerial position in the Department of Human Services that plans, administers, manages, and monitors a variety of public program operations, services, performance, and staff. The individual who holds this position determines the strategic objectives and direction needed to ensure that public programs and public benefits are delivered to eligible recipients based on criteria specified by state statutes and federal rules and regulations. This position reports to the Director of the Department of Human Services.

Position Summary and Job Duties
- Manages and directs programs responsible for the administration of Income Maintenance, Child Support Services, Wisconsin Shares, Workforce Innovation and Opportunity Act, and employment services.
- Recommends and implements new and revised policies, procedures, best practices, and data analysis to effect maximum operational efficiency and ensure compliance with County, State and Federal requirements.
- Participates in a variety of State workgroups, conference calls, and program planning forums to discuss and negotiate funding amounts, determine annual performance goals, and share best practices.
- Reviews Federal grants, contracts, and agreements to ensure the provision of appropriate services to the community. Develops, negotiates, and revises contract specifications for State contracts and subcontracts.
- Promotes and implements equitable systems and business practices.
- Plans, prepares, and facilitates a wide range of consortium and county management forums and staff meetings.
- Collaborates with other county administrators, contractors, and community partners in service provision.
- Disseminates information to businesses, community, and State departments regarding programs and services.
- Represents the division at committee and board meetings.
- Monitors staff work assignments, programs, contracts, and services.
- Prepares agendas, reports, charts, and spreadsheets as needed for the presentation of information to a variety of audiences.
- Discusses and resolves conflicts and concerns.
- Communicates expectations to management teams and contracted agencies.
- Fields questions, concerns, and complaints responding to State reviews of general program performance and targeted management evaluation reviews specific to service delivery methods, timeliness and accuracy of benefits issued.
- Creates, develops, revises, interprets, and communicates written reports, policies, procedures, and operational guidelines for staff and management within the division.
- Completes annual management performance evaluations.
- Facilitates and monitors the recruitment and onboarding process, staff development opportunities, and staff training.
- Performs regular divisional budget reviews.
- Performs other work as required or assigned.
- Knowledge of Federal and State laws and regulations as they pertain to the administration of public programs and services.
- Knowledge of general accounting and budgetary procedures.
- Knowledge of grant applications and contracts.
- Knowledge of goals and objectives of human services, income maintenance, and childcare subsidy programs, child support services, and employment and training services/programs
- Knowledge of effective principles and practices of personnel management.
- Knowledge of Equal Employment Opportunity Commission (EEOC) best practices.
- Knowledge of information systems utilized by the division and confidentiality/privacy issues.
- Knowledge of Robert’s Rules of order.

- Ability to communicate contract goals and expectations to staff and providers to attain performance benchmarks and work requirements.
- Ability to establish and maintain effective working relationships with government officials and agencies, boards, commissions, civic leaders, community organizations and the public.
- Ability to interpret human resources policies and procedures.
- Ability to advocate for program consumers.
- Bachelor’s Degree in Management, Public Administration, Business, Human Services, or related field.
- Minimum 5 years supervisory experience in social services, human services, or other community service.
- Master’s Degree in Management, Public Administration, Business, Human Services, or related field.
- 5 years management level experience in public policy administration, social services, human services, or other community service.

The pay grade for this position is E10 (Min. 77,346 – Max. 107,510).
