Position Purpose
Responsible for the operational performance of Howard University’s facilities management; direct and manage the operations and activities of plant/facilities, building maintenance services department, utilities operation and maintenance, building and grounds maintenance, equipment maintenance, renovation coordination, and departmental safety. This position will be responsible for, including but not limited to, approximately 75 facilities on the Howard University campus, the critical Power Plant, Local BJ32, Environmental Services, Maintenance Trades, Transportation, and Call Center.
Accountabilities
May be responsible for one or more of the following:
- Adherence to contract terms and deliverables for the agreement between Howard University and Thompson Facilities Services. Leading the preparation and presentation of quarterly business reviews between Howard University and Thompson Facilities Services as partners as outlined in the MSA contract for FM & ENG.
- Establish, share, and report on best practices, standard operating procedures, and key performance indicators. Utilizing methods such as Six Sigma improvement initiatives to coordinate account-wide information, disseminate, and aggregate to provide a single point of contact for the Howard University account.
- Monitor expenditures as specified by the University per the chart of accounts to minimize costs while maximizing management effectiveness. Delivery of superior execution for all relevant functional areas; management of financial budgets for facilities, engineering, Power Plant, Environmental Services, and strategic sourcing. Prepare, retain, and make available facilities management data to the University in preparation for its annual budget.
- Provide integration across services within the account, exercising best practices, and ensuring that the appropriate training and development programs are in place. Providing access to program materials, recommended regulatory compliance policies, training material, and contractor’s proprietary information.
- Monitors compliance with applicable federal, state, and local laws, regulations, statutes, and codes. Recommend, and requisition required operating permits and manage compliance activities with the appropriate local authorities that have jurisdiction over building safety and code compliance. Provide the management and leadership necessary to improve regulatory and accreditation compliance for plant and utilities management, standby emergency power systems, and life safety standards compliance in the University.
- Negotiate fee-based University physical facilities and maintenance PFM consulting services, improvement of project planning services, University services, other professional analytical surveys, and studies at the discretion of the University. Manage and oversee activities of service subcontractors and professional consultants for the fulfillment of plant/facilities responsibilities.
Minimum Requirements:
- Bachelor’s degree in mechanical engineering, architecture, business administration, or related field; advanced degree preferred.
- 15+ years of operational experience with an emphasis on all areas of service and a minimum of five years of supervisory experience in educational facilities or construction management.
- 10+ years of management experience in the engineering field in critical facilities experience.
- Strong focus around process delivery and improvement. Conversant in the process as used by Howard University (i.e., Six Sigma and other quality programs) with the preference for Six Sigma certification.
- Strong human relations abilities, excellent oral and written communication skills, understanding of an academic environment, demonstrated strength in budget management, and proven leadership ability. Working knowledge of computerized maintenance management systems.
