Department/Program Summary:
The Digital Innovation and Democracy Initiative harnesses GMF’s extensive networks across the US and Europe to bridge the gap between 20th century policies and 21st century technology. We foster best practices to ensure that the next waves of innovation will strengthen democratic values. The Initiative will contend with challenges that disinformation and emerging technologies such as 5G and Artificial Intelligence pose in the areas of competitiveness and jobs, democratic values, and security. The Initiative will develop new agile, open, and accountable approaches by bringing together policymakers, civil society, technologists, entrepreneurs, and investors from both sides of the Atlantic to identify improvements in policy, institutions, business models, and practices. Initiative staff carry out research and analysis, produce events, participate in conferences. Program staff will draw on entrepreneurial spirit and energy to build something new at GMF.
Job Summary:
The Deputy Director will report to Senior Fellow and Director of DIDI Ambassador (ret.) Karen Kornbluh to execute the strategy and conduct in depth research and develop policy on technology issues including competitiveness and job creation, cybersecurity, national security, and protecting democratic values. The Deputy Director will be responsible for providing vision and executive level leadership. The Deputy Director will also be a visible spokesperson and representative of GMF and will be expected to develop the formats for high-level meetings and briefings, and track policy developments in the US and Europe. This person will also grow and foster networks and partnerships, representing and presenting the initiative’s work to policy makers, funders and stakeholders at conferences in the US and Europe. The position will involve a mix of research, analysis, writing, management, budgeting and grant writing.
Essential Duties and Responsibilities:
- In collaboration with the Director, provide leadership in defining DIDI initiatives within the broader technology policy space
- Manage the execution of work streams from conception through to rollout and public education
- Write reports, articles, and blog posts. Establish partnerships. Serve as a spokesperson on key technology policy issues.
- Serve as a key advisor, providing expert level advice, guidance, and advice to the Director
- Track technology policy developments in the US and Europe
- Assist the Director in managing, growing, and fostering networks and partnerships; work collaboratively within the program and with other GMF departments
- Conceptualize and organize events and coordinate with Congressional Relations team to organize Congressional briefings
- Establish and nurture relationships with the funders, stakeholders, and researchers
- Identify best practices and improve internal systems with an eye toward future needs and budget realities
Additional Duties/Responsibilities:
- Establish partnerships with industry and data providers.
- Speak at conferences and on panels; media appearances.
Knowledge and Skills Needed:
- Substantive knowledge of major technology policy issues related to AI, 5G, cyber security.
- Strong research, writing, and analytical skills.
- Self-motivated with good judgment about solving programs, juggling competing priorities, and communicating about priority setting with a team.
- Excellent project management skills and an ability to meet rapid, multiple deadlines.
- Strong interpersonal skills and the ability to develop and maintain high-level contacts.
- Strong computer skills (MS office and database management) and budgeting.
- Background in technology policy.
Education:
Master's degree in social sciences, technology/public policy, or international relations preferred
