The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations, and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

Under executive direction of the Police Commissioner, with the widest latitude in the exercise of independent judgment, action and decision making, the Executive Agency Counsel M-VII. designated Deputy Commissioner Legal Matters. serves as the Police Department's ultimate legal authority, chief legal advisor to the Police Commissioner and his executive staff, and general counsel to the entire Police Department in all matters of criminal law, civil law and legislative affairs.

The Deputy Commissioner is responsible for the management. administration and supervision of over 286 managerial, uniformed and civilian professional legal and administrative support personnel engaged in complex legal research and analysis, and representation of the Police Department in critical court proceedings. The Deputy Commissioner provides executive direction and coordinates the activities of the Legal Bureau; the License Division; Intelligence Matters. Legislative Affairs, Pension Matters, and the Administrative Subpoena Unit. The Deputy Commissioner. Legal Matters counsels and advises the Police Commissioner and his executive staff concerning the interpretation of all civil and criminal laws, and legislation that may impact agency operations. and provides a liaison with outside agencies including District Attorney's Offices. State and Federal courts. Corporation Counsel. and State Legislators.

This position provides personal legal counsel to the Police Commissioner and directly impacts the formulation and implementation of Department programs. policies. and procedures. which are critically affected by changes to civil and criminal laws. or newly enacted local, state. and federal legislation: represents the Police Department at meetings with other city. state. and federal agencies. as general legal counsel to the agency and chief advisor to the police Commissioner.

Minimum Qual Requirements

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

Public Service Loan Forgiveness (PSLF) Program The PSLF Program forgives the remaining balance on your Direct Loan after you have made 120 qualifying monthly payments under a qualifying repayment plan while working full time for a qualifying employer, such as a U.S. federal, state, local, or tribal government or not-for-profit organization. You may be able to consolidate a Federal Family Education Loan (FFEL) and Federal Perkins Loan into a Direct Loan to qualify for PSLF.

However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
