Position Description

Mission:
The Harris County Elections Administrator (EA) is committed to serving Harris County residents by providing essential voter registration and election services in an equitable, accessible, secure, and transparent manner.

As an Elections Data Analyst, you'll collect and conduct detailed statistical and geospatial analysis on datasets from within the Harris County Office of Elections Administration. This position will be responsible for building data warehouses, dashboards/KPIs, reports, ad-hoc datasets, maps, and visuals to inform applicable stakeholders. Goals of each deliverable will be to improve government transparency, enable public and partner access to unbiased data sets, and support data-driven decisions to internal stakeholders. Additionally, the position will produce various data-driven forecasts including voter turnout and supply allocations as well as participate in election operations. This position will routinely work with internal staff as well as County and external stakeholders.

Duties and Responsibilities:
  • Work with leaders and domain experts to identify business needs, create analysis plans, identify deliverables, and communicate key insights.
  • Design and deliver interactive dashboards, reports (including ad-hoc), and maps that combine multiple data sources to deliver key metrics, trends, and insights to stakeholders using tools such as Excel, MSSQL, and PowerBI.
  • Design and deliver data driven metrics, analysis, and raw data sets to public and partner agencies via an Open Data Portal.
  • Organize and analyze election data such as voting patterns (participation, wait times), voting center logistics, and internal processes.
  • Build data-driven forecasting models for voter turnout, vote center allocations, etc.
  • Collaborate with GIS teams to create, manage, and analyze spatial data creating maps and visualizations.

Requirements

Education and Experience:
  • Bachelor's degree from an accredited college or university
  • Two (2)+ years demonstrable experience collecting, organizing, and analyzing disparate datasets
  • Two (2)+ years demonstrable experience using Data Visualization tools such as PowerBI or other platforms
  • Two (2)+ years demonstrable experience writing complex queries, data modeling, and forecasting
  • Two (2)+ years experience in ArcGIS, open data portals, and data warehousing
Job-related experience may substitute for the required education on a year-for-year basis.

Knowledge, Skills, and Abilities:
  • Proficient in MS Office Suite
  • Demonstrate communication skills, both orally and in writing
  • Ability to juggle multiple deadlines and initiatives which is a routine part of this role
  • Knowledge of English grammar, punctuation, and spelling
  • Knowledge of statistics and analyzing data sets; of running queries, report writing, and presenting findings; and of record keeping, including security procedures for handling, protecting, and distributing data

General Information

Position Type and Typical Hours of Work:
  • Grant funded Full-time | Tentative end date of August 31, 2023
  • Monday - Friday | 8:00 A.M. - 4:30 P.M.
    • May be subject to include holidays and weekends as needed
    • Must be available to work extended hours during elections or when otherwise needed
Salary:
  • $31.35 - $35.00 Hourly
  • Depends on Qualifications
  • Based on 26 Pay Periods
Work Environment:
  • This will be in a hybrid office environment with part of each week in the office.
  • Typically, an office environment with adequate lighting and ventilation, and a normal range of temperature and noise level.
  • This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands:
  • Sedentary work with minor physical effort required, but may involve periods of standing, walking, bending, stooping, reaching, stretching, climbing, lifting less than 20 lbs or similar activities (e.g., filing, delivering, sorting)


Employment may be contingent on passing a drug screen and meeting other standards.
