The Elections Division of Contra Costa County’s Clerk-Recorder-Elections Department consists of 28 dedicated full-time staff. The division serves the more than 700,000 registered voters amongst the County’s population of more than 1.1 million people. Located in Downtown Martinez, the department offers year-round services to constituents, candidates, and campaign representatives. The Elections Division works closely with California’s Office of the Secretary of State in implementing electoral laws and practices, as well as being responsible for conducting all General, Primary, and Special Elections throughout the County.
There are three sections within the Division: Voter and Campaign Services, Election Day Operations, and Voting Systems – each presents various challenges and opportunities for professional growth. The sections work together to support each other and the Elections Division, with assistance of centralized Department Administration and Information Technology.
This position is in our Election Day Operations section, the team responsible for in-person voting processes, including determining and securing numerous locations for each election, and the recruitment, training, and management of hundreds of volunteers and seasonal staff during major election cycles. This team provides real-time support for workers during the early voting period and on Election Day.
The Elections Division is a fast-paced, collaborative environment. As an apolitical office, the department requires a dedicated sense of professionalism and political neutrality from all staff. Overtime may be required during peak election times, including evenings, weekends, and holidays.

- Trains staff and ensures accurate work products using quality control practices
- Develops and updates processes and procedures to meet organizational needs
- Coordinates activities with other sections to ensure critical tasks are accomplished according to established timelines
- Communicates with external stakeholders verbally and in writing on election matters
- Assists in identifying, implementing, and using new technologies to improve services and control costs

The eligible list established from this recruitment may be used to fill future openings for up to six (6) months.
License Required: Candidates must possess and maintain throughout the duration of employment a valid California Motor Vehicle Operator's License. Out of State valid Motor Vehicle Operator's will be accepted during the application's process.
Education: Possession of a high school diploma, G. E. D. equivalency, or a high school proficiency certificate.
Experience: Two (2) years of full-time, or its equivalent, experience in a public elections office performing activities to prepare for and conduct state and/or local elections and at least one (1) year of experience in a lead or supervisory capacity.
Substitution : Completion of 60 semester or 90 quarter units of coursework from an accredited college or university, which included at least 12 semester or 18 quarter units from among the following courses: Public Administration, Business Administration, Political Science, or a closely related field may be substituted for one (1) year of the required experience in preparation for and conduct of state and local elections.
- CalPEAC Certification or Class Completions
- Experience with staff supervision, evaluation, coaching, and discipline methods and techniques.
- Familiarity with California election code and other laws relating to the conduction and administration of elections
- Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application, applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.
- Online Interview Assessment: Candidates that possess the minimum qualifications will be invited to participate in an Online Interview Assessment. The assessment is designed to measure candidates' competencies as they relate to the Elections Services Supervisor classification. Candidates must achieve an average passing score of 70% or higher on each of the competencies assessed, as well as an overall passing score of 70% or higher. These may include but are not limited to: Displaying Ownership and Accountability, Delegating, Professional & Technical Expertise, Managing Performance, and Using Technology. (Weighted: 100%)
