Department Marketing Statement
Residential Operations is part of Housing, Dining, and Auxiliary Enterprises (HDAE). Residential Operations maintains properties consisting of residence halls, single student apartments, family student apartments, and dining commons serving over 10,000 undergraduate and graduate students, faculty, and staff. In addition to providing service to residents, Residential Operations maintains facilities that include conference centers, office spaces, and short term lodging and housing facilities. We welcome over 20,000 conference guests annually.

Brief Summary of Job Duties
Under the direction of the Associate Director of Custodial & Landscape Services, the position serves as the Program Manager for the Custodial unit within Residential Operations and collaborates with the Residence Hall Managers, Superintendents, Project Managers, and HDAE department leaders to plan, organize, and manage routine and recurring custodial programs and projects. Prepares annual and projected budgets for operational programs, tracks expenses, and schedules programs that optimize physical staffing and resource needs while minimizing the impact of work on the campus community. Initiates agreements for services and has authority to make purchases within a defined dollar limit. Provides management reporting, analyzes key performance metrics, ensure proper accounting practices, and directs vendors to develop efficient processes and effective workflow tools.
Required Qualifications
- Bachelor's Degree or equivalent combination of years of experience.
- Minimum 3 years of custodial and/or grounds supervisory experience in a higher education setting.
- Strong level of proficiency with spreadsheets, systems, database management and word processing software.
- Excellent management, financial, and analytical skills.
- Knowledge of unique department operations in order to meet procurement needs.
- Ability to draft requests for proposals and interpret terms and conditions of contracts.
- Must be detail oriented and be able to work under pressure to meet strict deadlines.
- Possess excellent verbal and written communication skills.
- Must be able to work independently or as part of a team.
- Ability to work with minimal direction and with frequent interruptions to coordinate and execute numerous tasks simultaneously.
- Must be able to maintain confidentiality and exercise good judgment, logic, tact, and diplomacy while performing the critical duties of the position.

Program Management
Directly reports to the Associate Director of Custodial & Landscape Services, and is responsible for the operational and facility service procurement needs for all HDAE grounds and buildings. Collaborates directly with senior managers and Directors across all functional areas of HDAE, specifically within the Residential Operations department including Custodial, Grounds, Maintenance, Project Management, Energy & Environmental Programs, Distribution & Logistics, and the Business Unit. Drafts Requests for Quotations (RFQs) and administers all facets of the procurement and contracting process, including budgeting, bidding, requisitions, purchase orders, and ensuring that invoices are being processed and approved for payment. Directly responsible for managing routine and recurring programs for the maintenance and upkeep of a wide array of commodities, grounds, and custodial building services including but not limited to: mattresses, residence hall furniture, tripling and de-tripling, signage, audio visual systems, window cleaning, laundry services, bird nesting prevention, tree trimming, and fitness center equipment maintenance.
Leverages existing UC systemwide strategic sourcing agreements and researches best value opportunities from other competitively sourced public entity contracts and portfolios. Partners with the other departmental Managers on serving as a technical representative for UC systemwide strategic sourcing agreements. Develops technical specifications in partnership with each Residential Operations unit and campus Purchasing to bid out high dollar volume services/products that would be more effectively and efficiently executed through program management. Partners with Project Managers to develop the scope, schedule, and budget for multi-million dollar purchases of furniture, fixtures, and equipment for major capital projects.
Provides analysis for complex purchasing agreements and projects. Partners with campus Purchasing on establishing specifications and performance criteria for multi-year contracts. Addresses and resolves vendor performance issues. Develops and maintains advanced spreadsheets and reporting metrics utilizing WebTMA maintenance management software to support data driven decision making by the Associate Director and departmental leadership, including business justifications and analysis on the insourcing of grounds and custodial services.
Supports the Associate Director in leading the Superintendents and Managers of the Grounds & Custodial units in preparing annual prioritized funding requests for both routine and recurring expenses as well as one time major maintenance needs. Works closely with all HDAE units to ensure the grounds and building services programs are running effectively and efficiently.

Asset Management
Develops and maintains a long-term life-cycle planning model for all HDAE facilities. Collect facility data from various sources to develop custom forecasting for both long-term asset renewal projects and short-term facility maintenance needs. Coordinate with Campus colleagues including Transportation & Parking Services, University Center, Event Center, Campus Dining Services, Conference & Hospitality Services, Residential Dining Services, Residential & Community Living, The Club & Guest House, Design Facilities and Safety Services to collaborate on strategic goals related to facility management and asset renewal.

Budget Management
Management of various high dollar funding sources/accounts within the Custodial and Grounds budgets of Residential Operations. Prepares annual and projected budgets for routine and recurring programs, tracks expenses and schedules as they relate to programs managed and maintained by Residential Operations. Provides management reporting utilizing various systems to analyze key performance metrics. Works closely with Associate Directors to forecast budget request needs for all existing HDAE physical plant administration including the future addition of new facilities.
