SUMMARY
Assumes the overall responsibility for program implementation of the Child Development content area within the three county program areas. This includes maintaining records of education level of staff in the HS/EHS program to ensure that educational mandates are met. Responsibility for oversight of Teaching Strategies and curriculum implementation as well as organizing training for staff and parents in the area of child development by performing the following duties:
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Primary

  • Ensures that Performance Standards in Child Development content area are met.
  • Updates child development work plan and procedures annually.
  • Assists in preparation of budget for content area.
  • Assists teachers in purchasing classroom supplies and equipment.
  • Assists in interviewing of new HS/EHS staff and make recommendations regarding personnel actions for staff.
  • Ensures that staff and program reflect cultural diversity.
  • Coordinates the delivery of services with other Specialist to ensure integrated services.
  • Meets with Site Managers monthly.
  • Works closely with Technology Specialist to ensure that Teaching Strategies is being used appropriately in classrooms and provides feedback on staff progress.
  • Uses Child Plus management reports to monitor Child Development content area and responds appropriately to the reports.
  • Assesses the training needs of child development staff and coordinates appropriate pre-service and in-service training.
  • Ensures that child development staff meets the educational requirements and other mandates.
  • Provides information to the Director of Children and Family Services that will assist them in the overall management of their respective service areas.
  • Works closely with all staff and parents in achieving and maintaining NEAYC accreditation and Five Star License.
  • Provides training for parents and staff on child growth and development.

Secondary

  • Conducts annual self-assessment in the Child Development content area in conjunction with Specialists, parents and others.
  • Attends monthly management Team Meetings.
  • Serves as Advisor to CDA candidates.
  • Attends all pre-service/in-service training.

Education and early childhood development*
Ensures that the education environment is developmentally and linguistically appropriate, recognizing that children have individual rates of development as well as individual interests, temperaments, cultural backgrounds, and learning styles.
Ensures that the education environment supports the development of all children’s social and emotional development, cognitive, language skills, and physical skills.
Provides a program of services for infants and toddlers, which encourages the development of a secure relationship between children and their caregiver, and supports their social, emotional and physical development.
Implements a curriculum that recognizes the need for individualized activities, integrates the educational aspects of all program areas, helps to develop children’s facility in social relationships, enhances each child’s understanding of self, and provides for the development of cognitive skills.
Involves parents in the development of the program’s curriculum and approach to child development and education, and participates in staff-parent conferences and home visits. Ensures parents have opportunities to observe their children and to share these assessments with staff to plan learning experiences.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
Preferred Master’s Degree in Early Childhood (MS). Required Bachelor’s (B.S.) Degree in Early Childhood or a related field a from four-year college or university; a CDA Credential; and two to four years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
OTHER QUALIFICATIONS
Employee must pass an annual physical, TB screening, submit to random drug screenings, and meet agency residency requirements. When filling vacant positions, in the event residency requirements cannot be satisfied, the agency will open the applicant pool to qualified candidates outside of the agency’s service areas. – New Language

CERTIFICATES, LICENSES, REGISTRATIONS
Incumbent is required to have a Child Development Associate Credential and state issued driver's license.
