PureView Health Center (PureView) in Helena, Montana seeks a mission-driven and patient-focused leader to serve as its Chief Executive Officer (CEO). The Governing Board seeks a candidate with a passion for community health and an understanding of rapidly changing health care financing and delivery systems.


PureView is a Federally Qualified Health Center (FQHC) serving Lewis and Clark, Jefferson, and Broadwater Counties with clinics in Helena, East Helena and Lincoln, Montana. PureView is committed to improving the healthcare and wellness of the communities we serve through integrated care that focuses on the whole person. PureView has provided medical, dental, and behavioral healthcare for almost thirty years.


Helena, the state capital of Montana, offers theaters, museums, fairs, rodeos, a high-quality educational system, and many recreational opportunities. Located near the Missouri River and the Rocky Mountains, Helena's mountains, rivers, and lakes provide year-round opportunities for outdoor enthusiasts. Fishing, camping, boating, hunting, skiing, and snowmobiling can be accessed within minutes of Helena while the downtown provides access to more than 90 miles of hiking, running and biking trails.


Job summary

The CEO serves as the top administrator of PureView and, in partnership with the Board, is responsible for achieving our mission to provide the communities we serve with quality, patient-centered, accessible healthcare with comfort. The CEO implements and administers the policies of the Board, and ensures effective operational and fiscal stewardship, effective community engagement, and the accountability of PureView to its diverse constituents. The CEO fosters opportunities for growth, diversity, and inclusion to help ensure that the communities we serve receive high-quality care that meets their needs.


Duties and Responsibilities:

  • Implement and administer Board-approved Health Center policies.
  • Manage all PureView Health Center sites and facilities.
  • Lead program development, organizational communications, and strategic planning.
  • Lead the development and implementation of the operations plan and quality improvement program for all health center sites and services.
  • Direct, supervise and evaluate PureView’s leadership team
  • Ensure fiscal integrity, the acquisition and maintenance of funds necessary to support PureView’s mission and the proper allocation of funds
  • Ensure PureView adheres to community health center program requirements set by the Health Resources and Services Administration (HRSA) and that PureView is prepared for HRSA site or program reviews.
  • Ensure adherence to Federal, State and Local laws and rules.
  • Ensure the health center maintains Patient Centered Medical Home recognition through the National Committee of Quality Assurance (NCQA)
  • Ensures the health center maintains coverage under the Federal Tort Claims Act (FTCA) by annually deeming health center employees as federal employees through HRSA.
  • Serve as the point of contact for any FTCA claims related activities, and is responsible for managing, processing and the oversight of any claims related activities
  • Participate in partnerships with local community and local governments to identify and address health care delivery issues.
  • Develop and maintain working relationships with elected officials from local, state and federal governments.
  • Develop and maintain partnerships with local and state resources that benefit PureView patients and staff.
  • Represent PureView to the community through media and public and private contacts including attending conferences and meetings. Prepare and deliver presentations.
  • Prepares and implements contracts, reports, grants, and written communications
  • Performs other duties as needed or assigned by the Board.


Required Qualifications – Experience & Education

PureView will consider any combination of education and experience equivalent to a bachelor’s degree in public health, healthcare administration, business administration or a related field and five years of experience including supervisory and healthcare experience. A Master’s Degree in Public Health, Healthcare Administration, Business Administration, or related degree is preferred. Candidates are subject to reference and background checks.


Knowledge Skills & Abilities

  • Knowledge of health center budgeting policies and procedures;
  • supervisory techniques and personnel practices;
  • federal laws and standards for federally qualified health centers;
  • community health center policies, procedures, and program requirements;
  • clinic health and safety regulations and policies;
  • community health and human service resources;
  • grant writing requirements;
  • quality assurance and quality improvement policies and programs; and
  • Health Insurance Portability and Accountability Act (HIPAA) regulations and practices.
  • The ability to use office equipment including a personal computer and business and healthcare software applications;
  • understand and interpret statutes, regulations, policies, procedures and guidelines;
  • communicate effectively orally and in writing; and to
  • establish effective working relationships with fellow employees, supervisors, elected officials, medical providers, patients, and citizens.


Compensation

PureView offers a competitive salary range of $155,438 To $194,293 annually, depending on qualifications. Total compensation includes your choice between a traditional or high deductible health plan. Both plans include vision and dental benefits and an HSA or FSA depending on the plan you choose. We also offer 6 paid holidays, 2 floating holidays, 3.5 weeks of paid time off per year, and matching 401K after your first year. The CEO position includes a dedicated parking space and relocation benefits.
