POSITION OVERVIEW:
Responsible for carrying out the policies of the overseeing commission. Directs and oversees all operations, expenditures, programs, and activities for the utility.
This position is required to live in the City of Little Rock, AR as a condition of employment.
PRINCIPAL DUTIES & RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
Provides leadership and management including planning, goal setting, and evaluating LRWRA’s effectiveness in cooperation with the LRWRC.- Provides direction and control over construction, maintenance, and operation of the water reclamation system.
- Develops and maintains an effective organization with respect to its structure and personnel.
- Assures succession and development plans are in place for key management and professional positions. That includes leadership and development training, coaching, and mentoring individuals to ensure the utility has bench depth when vacancies occur.
- Ensures that training needs and requirements are met by all levels of the organization.
- Prepares, recommends, and administers an annual budget including funding for salaries, operation and maintenance, and capital projects approved annually by the LRWRC.
- Maintains full authority to employ, promote, discipline, and discharge employees.
- Directly supervises LRWRA’s C Staff, who are responsible for department heads in the areas of Finance, Administration, Engineering, Maintenance, Operations, Environmental Assessment, and Legal.
- Provides legislative review and advocacy on Federal, State, and local issues affecting the Utility or its operations.
- Maintains a close working relationship with the LRWRC members and oversees the preparation of monthly meeting agendas and informational materials.
- Represents the Utility in matters involving Federal, State, and local regulatory agencies as well as represents the LRWRA when it involves the media.
- Provides public liaison and communication to the LRWRC, City of Little Rock Board of Directors and staff, public, civic, regulatory and/or advocacy groups.
- Oversees, participates in the negotiation of, recommends board approval, and administers various contracts related to daily business.
- Assures compliance with U.S. Environmental Protection Agency, Arkansas Division of Environmental Quality, and all related laws regarding wastewater systems, as well as all internal policies, specifications, requirements, and practices.
- Undertakes any reasonable request within capabilities that is for the good of the community and the utility.
QUALIFICATIONS & SKILLS:
Required:
- Bachelors degree required. Bachelors degree in civil engineering, environmental engineering, business administration, or related fields preferred.
- 3 –7 years’ experience as an executive or senior level manager in a wastewater treatment organization or related entity of comparable size and complexity.
- Knowledge of:
- Engineering and construction principles applicable to the planning, design, and construction of LRWRA facilities or capital projects.
- Principles and practices of public administration, including administrative analysis, fiscal planning and control, and policy and program development.
- Principles and practices of financial planning, budgeting, expenditure control, reporting, bond issuances, and long and short-term capital funding.
- Principles and practices of wastewater utility cost-of-service and ratemaking.
- Principles of supervision and personnel management, including public sector employment law, providing training, mentoring, coaching, and leadership.
- Principles and practices of planning, analyzing, and developing sound business recommendations; management and operation of a wastewater utility. Laws, regulations and processes governing sewer improvement districts as well as wastewater systems; interpretation and implementation of required laws, regulations, and processes; intergovernmental relations; and providing testimony at public hearings.
- Contract development, negotiation, implementation, and administration; Labor/employee relations, conflict resolution, facilitation, and mediation.
- Information technology tools, applications, and programs related to the cyber security, management, and operation of wastewater systems. Desktop computer operation and standard applications software; public and media relations; and giving public presentations.
- Safety and emergency management regulations and programs; Security assessment, plan development, and implementation.
- Leadership traits such as setting priorities, decision making, delegating, facilitating, and conducting large and small meetings.
- Excellent communication skills, both written and oral, and interpersonal skills as applied to interaction with individuals or groups including but not limited to employees, commission members, outside agencies, contractors, developers and other service providers, as well as the public, sufficient to exchange or convey information and to receive work direction.
- Achievement- and results-oriented.
- Management skills in a total quality business environment, using quality management tools and principles.
- Performance record of success in setting and achieving objectives.
- Ability to obtain and maintain a valid Arkansas driver’s license.
Master’s degree in Business or Public Administration or Professional Engineer (P.E.)
