Job Description

Located in San Diego, CA this position is to be the Carrier Engineering Maintenance Assist Team (CEMAT) West Coast Program Manager overseeing CEMAT San Diego, Bremerton and Yokosuka, Japan. Responsible for day-to-day tasking requirements including reviewing and accepting TYCOM screened Automated Work Requests (AWRs) and coordinating shipboard material condition assessment visits (CAPS; CEMAT Phase 2 and 3) with CNAP and Ships Force.

The candidate will manage company technicians, subcontractors and interface with the COMNAVAIRPAC Technical Points of Contact (TPOC): Task Technical Advisor, CVN Maintenance Program Managers (MPMs) and the TYCOM Habitability Manager. The candidate will provide the CEMAT Department Manager (PM) with routine updates; input for task SOW deliverables; and finalize schedules to accomplish screened work during CVN CNO and non-CNO availabilities. Will be the management representative for company bi-monthly quality and safety committee meetings.

Essential Job Responsibilities

Responsible for the profit and loss (P and L) of a complex program(s). Responsible for providing program management oversight to a single customer requiring coordination of program requirements across planning stages with several subcontractors. Directs all phases of programs from inception through completion. Program may be based out of a single location utilizing established technologies requiring standard application to provide solutions to a variety of technical problems. Responsible for the cost, schedule and technical performance of company programs. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands services with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program.

What You Must Have...

  • 6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.
  • Knowledge of the COMNAVAIRPAC Organization
  • Working with the CEMAT Organization
  • Knowledge of the Surface Engineering Maintenance Assist Team (SEMAT) is an added plus.
  • At least ten years’ US Navy experience
  • Reviewing government screened Automated Work Requests (AWRs) for acceptance / rejection.
  • Experience with maintenance availability planning and execution.
  • Experience with Shipboard Operation and Validation Testing (SOVT) of various HM&E systems.
  • Conducting shipboard quality and safety surveillances
  • Subject Matter Expert (SME) with Aqueous Film Forming Foam, Fixed (AFFF), Carbon Dioxide (CO2) Stations, and Chemical Biological Radiological (CBR) gear and stations, breathing air stations, and apparatuses onboard CVNs.
  • Overseeing, reviewing and approving of Work Packages for AWR support
  • Supervising Subject Matter Experts (SMEs) working on auxiliary, electrical and damage control systems
  • Thorough understanding of the company Quality Management System (QMS)
  • Conducting material condition assessments onboard CVNs
  • Familiarity with the Joint Fleet Maintenance Manual (JFMM)
  • Experience with INSURV Material Inspections (MIs) Schedule of Events (SOE) onboard CVNS.
  • Coordinating international travel utilizing Aircraft and Personnel Automated Clearance System (APACS).
  • Experience with inspections and close-out certification of tanks and voids, and all safety requirements for confined space access.
  • Member of one of the company’s Quality and or Safety Committees.
  • Experience with the processes for COTS and Navy Supply material procurement.
  • Knowledge of the Navy supply and 3-M system.
  • Must have an active SECRET level clearance, passport and be able to maintain base and ships access.

Physical Requirements

May be required to visit job site in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
