**This job posting is for a Capital Area Metropolitan Planning Organization (CAMPO) position and is being hosted on Cary's site for the purposes of accepting applications to be provided to CAMPO. An applicant that may be hired for this, or any CAMPO position, will be a CAMPO employee located at CAMPO's Fenton offices in Cary, NC. Cary only provides certain limited administrative services to CAMPO employees, including health and welfare and other benefits.**

CAMPO acts as one of the lead agencies for the Wake Transit Program, focused on the implementation of the Wake Transit Plan. This plan, which was adopted in 2016 and is supported by a voter-approved half-cent sales tax, is a combined investment strategy which reflects a vision for transit service development governed by the “Four Big Moves”: to connect regionally; to connect all Wake County communities; to provide frequent and reliable urban mobility; and to provide enhanced access to transit.

The Wake Transit Program Manager position is a highly responsible position that serves as the leader of our Wake Transit team. This team is focused on ensuring the transformative goals of the Wake Transit Plan become a reality. The person in this position will provide thoughtful leadership, technical expertise, and a commitment to working with partner agencies and internal staff to implement the services and programs outlined in the Wake Transit Vision Plan. This position works closely with MPO management staff, external partners, and MPO member agencies. Successful candidates will thrive in a fast-paced environment and have a high level of professionalism, organizational skills, and attention to detail.

Supervision is exercised over professional and technical staff. Work is performed under the general supervision of the CAMPO Deputy Director.

Anticipated hiring range - $95,000 – $114,587



TYPICAL TASKS:



  • Manages the development of the annual Wake Transit Work Plan including the capital improvement plan and multi-year operating program;
  • Monitors all projects funded through the program for compliance with Wake Transit program rules and manages the concurrence process on select projects;
  • Manages the Community Funding Area Program of the Wake Transit Program, including technical assistance, project prioritization and programming;
  • Serves as the MPO’s representative on the Transit Planning Advisory Committee (TPAC);
  • Develops and maintains the Wake Transit Vision Plan (originally adopted 2015);
  • Ensures consistency and transparency in the delivery of Wake Transit program elements;
  • Develops, maintains and ensures adherence to various Wake Transit policies and program rules;
  • Ensures proper administration of the TPAC and associated activities
  • Ensures proper review of Wake Transit Projects against established performance metrics and targets;
  • Ensures consistency between Wake Transit planning and programming activities and general MPO planning and programming activities;
  • Ensures effective supervision of staff to include performance reviews, appropriate discipline, feedback, professional development and mentorship;
  • Other duties as assigned.





KNOWLEDGE, SKILLS AND ABILITIES:


Comprehensive knowledge, skills, and experience in transit programs and planning, including knowledge of legal and statutory framework; ability to effectively manage transit funding programs; knowledge, skills, and experience in best practices in program and project management, including effective prioritization and team facilitation; ability to plan, organize, supervise and carry out complex projects effectively and simultaneously; ability to attend and lead meetings at various locations around Wake County and surrounding jurisdictions; ability to present the results of research and information effectively in oral, written, and graphic form; ability to establish and maintain effective working relationships with associates, contractors, municipal officials, representatives of other agencies, and members of the general public; thorough knowledge of the use of personal computers and related software;




MINIMUM AND PREFERRED QUALIFICATIONS:


Any combination of education and experience equivalent to graduation from a four-year college or university with a bachelor's degree in urban or regional planning, transportation planning, public administration, or related field and at least 5 years of progressively responsible experience in regional planning, transportation planning, program and project management or a related field

Preference will be given to candidates with AICP certification.

CONDITIONS OF CAMPO EMPLOYMENT:
Requires drug testing and background check (which may include criminal check, education verification, and credit history review) prior to employment.

Requires a valid driver's license with an acceptable driving record.

PHYSICAL REQUIREMENTS:
Work in this class is generally sedentary and typically performed indoors. An employee must be able to move throughout facilities freely to perform and/or observe work. An employee must have visual acuity to be able to read and write handwritten and typewritten materials, including being able to view a computer screen. An employee must have the ability to occasionally work safely in and around traffic and active construction sites. An employee in this class must be able to talk and hear to be able to communicate and respond to the public and other employees.
