Job Summary

The incumbent leads policy development and utilizes advanced technical expertise to develop and improve Minnesota Health Care Programs (MHCP) covered mental health and substance use disorder services in school settings. The position provides leadership and technical expertise and serves as the primary decision-maker for certification of school districts and school-contracted community providers. As principle Medicaid and children’s mental health policy consultant, the incumbent coordinates provider certification with the benefits policy, rates, and provider enrollment units of the State’s Medicaid agency; and with the school mental health and children’s mental health policy and Medical Assistance and Managed Care Organization Policy Team, and Research and Evaluation Team in the Behavioral Health Division; and with the Department of Education special education, compliance, and finance units to provide technical assistance to school districts and school-contracted providers regarding Medical Assistance service standards for Medicaid-covered Children’s Therapeutic Services and Supports (CTSS) and Individual Education Program (IEP) services.
The primary challenge of this position is to interpret and apply state and federal Medicaid law and clinical policy standards to the delivery of Medicaid-covered mental health and substance use disorder services in the context of local school environments, state education finance and administration laws, and state and federal special education laws, standards, and practices, which may differ significantly from healthcare laws, medical payment practices, and behavioral health practice standards.
Some more responsibilities include, but are not limited to:
- School-based provider certification and licensing coordination. Provide leadership and both clinical and technical expertise in the certification of school sites, school districts, and contracted providers to determine compliance as providers of children’s mental health outpatient and rehabilitation services and substance use disorder services, including Children’s Therapeutic Services and Supports (CTSS);
- Behavioral health system and program integrity. Conduct site visits and chart reviews to assess service-delivery performance for recertification, conceptualize, communicate, and enforce corrective actions as necessary to maintain or return to standards compliance;
- Provider training and technical assistance. Develop and deliver training for school-based providers of MHCP-covered behavioral health care regarding provider certification standards, behavioral health benefits, service-delivery standards, administrative and clinical requirements, and billing procedures. Conceptualize and effectively communicate individualized technical assistance to providers and administrators as necessary to successful submit certification and recertification applications, maintain compliance with applicable standards, complete corrective actions, and improve the quality and effectiveness of services delivered.
- Health Care Programs Policy Liaison. Develop and maintain strong partnerships with the Health Care Administration in conducting the operations of the school based behavioral health program and policies of Minnesota Health Care Programs, particularly the IEP Services and rates team.
Qualifications
Minimum Qualifications

Three (3) years professional experience administering mental health program policy and benefits, rates, billing and claims, eligibility, or service authorization policy for public healthcare programs.
Experience must clearly demonstrate:
- Knowledge of public school special education programs, culture and practices, funding sources, and state and local policies;
- Understanding of MHCP an Federal Medicaid policy related to mental health services;
- Practical understanding of public healthcare programs: benefits, rates, billing and claims, eligibility, and service authorization policy;
- Knowledge of Minnesota’s Behavioral Health service delivery system;
- Policy development, implementation and reform for a diverse set of internal/external stakeholders;
- MS Office Suite and other programs such as: SharePoint, Medicaid Management Information System (MMIS).
- Bachelor’s Degree in Social Work, Psychology, Education, Public Health, or another related fields may substitute for one (1) year of work experience.
**Master’s Degree in Social Work, Psychology, Education, Public Health, or another related fields may substitute for two (2) years of work experience.
Preferred Qualifications
- Variety of experiences working effectively with others from different backgrounds and cultures;
- Clinical licensure in the mental health field;
- Experience delivering health-related services in a school-based setting or for a school-linked provider;
- Ability to evaluate providers’ administrative and clinical infrastructures and reinforce state standards;
- Ability to understand provider limitations and resolve provider barriers to implementation of state and federal policy;
- Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.

- Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
