Job Description:

Assistant Comptroller

Non-Unit Professional position, 37.5 hours/week

Campus Location: Danvers Campus

GENERAL STATEMENT OF DUTIES:

The Associate Controller plays a pivotal role in the College's procurement program and accounts payable while supporting the Comptroller in maintaining the integrity of the College's financial accounting and reporting systems.

DUTIES AND RESPONSIBILITIES:

  • Provides leadership in the development, implementation and oversight of the College's procurement policies, processes and programs ensuring best-value procurements and compliance with policies and procedures and applicable state and federal law
  • Serve as lead for the administration of requests for proposals (RFP) for the College, including working with the Facilities Department on construction bid contracts
  • Supervises the work of the Accounts Payable and Purchasing functions staff
  • Maintains a standard of superior service to all customers, fosters and maintains positive relationships and works collaboratively with faculty, staff, and students
  • Maintains current working knowledge of fiscal systems such as Banner, MMARS, Operational Services Division, Division of Capital Asset Management and CommBuys.
  • Work with the Comptroller in the development and implementation of improvement initiatives to the College's procurement and Fiscal Department practices.
  • Coordinates training for the College Community on procurement and expense reimbursement procedures, including travel and procurement card purchases.
  • Primary liaison with College Consortium organizations and Community College procurement professionals group.
  • Gain and maintain MCPPO certification
  • Assists the Controller in preparation of month-end and annual closing including account analysis and reconciliation
  • Participates in the annual independent audit of the College's and other related audit reports, including preparation of audit schedules and year end adjustment entries.
  • Ensures fiscal staff are adequately trained in fiscal office and College wide policies and procedures and aware of internal controls and compliance risks associated with their work.
  • Responsible for vendor contract administration and management to achieve maximum cost containment and ensuring compliance of contract terms and conditions.
  • Assist with departmental strategy-setting and identifying opportunities for value improvement and creates and maintains fiscal policies and procedures manuals;
  • Works directly with the Controller in all accounting functions of the College and to ensure the accuracy of receipts, disbursements and accounting of the funds assigned to the Fiscal Office under applicable laws and regulations of the Commonwealth of Massachusetts;
  • Research and resolve solutions to College's Finance system issues as necessary.


Requirements:

  • Bachelor's degree in Accounting, Finance or Business Administration;
  • Three to five years progressive responsibility in a high functioning accounting office
  • Demonstrated abilities in fiscal control and thorough working knowledge of GAAP
  • Demonstrated interpersonal skills;
  • Proficiency in Microsoft Office suite required;
  • Ability to manage and prioritize multiple tasks and meet ongoing deadlines and perform all essential functions of position.
  • Proficiency in oral and written expression.
  • Ability to recognize College-wide priorities and work cooperatively to support their accomplishment.

  • Respect and understanding of people with diverse backgrounds, abilities, and needs.
  • Candidates will be required to pass a CORI/SORI and/or National background check as a condition of employment.

Preferred Qualifications:

  • Knowledge of MGL Chapter 30B and Chapter 149 procurement policies
  • Familiarity with Banner and MMARS State accounting software
  • Higher education sector experience preferred.

Additional Information:

SALARY: Anticipated salary range $73,000.00 - $83,000.00. Actual salary is commensurate with experience and education.
