Primary Purpose


The Administrative Director of Workforce Equity is responsible for the development, implementation, and oversight of the organization's efforts to build a workforce responsive to the changing needs of Parkland Health and the community. The Administrative Director works across the organization to identify and anticipate workforce challenges and to design and champion traditional and innovative strategies, creating a pipeline of talent to address these challenges. Reporting directly to the Chief Talent Officer, this role will leverage dedicated staff, as well as collaborate across the system, fostering transparency and shared success.

Minimum Specifications
Education
  • Must have a Bachelor's degree in a related field.
  • Master's degree in a related field preferred.
Experience
  • Must have ten (10) years of education and/or educational leadership experience including the development and advancement of diverse populations.
  • Must have five (5) years of leadership experience encompassing at least three of the following: team building, strategic planning, community outreach, project execution.
  • Must have demonstrated operations management and change management experience, preferably in a healthcare setting.
Equivalent Education and/or Experience
Certification/Registration/Licensure
  • Must hold a Certificate in Diversity Management in Health Care (CDM) through the American Hospital Association (AHA) Institute for Diversity and Health Equity, or must complete the CDM program within 24 months of placement in the position.

Responsibilities
  • Collaborate with Population Health and Community Relations teams to: Develop partnerships with community groups to identify ways to address social determinants of health particularly through workforce education and employment opportunities in the Parkland system Develop strategies to identify and address social factors that have created health disparities among different socioeconomic, racial, and ethnic groups with a specific emphasis on workforce education and employment opportunities in the Parkland system.
  • Identify workforce needs and create career opportunities to foster advancement of existing staff.
  • Work with education/training institutions to recruit into new or expanded programs.
  • Build a sustainable workforce pipeline by providing transitional services and nurturing new staff to minimize turnover within pipeline programs. Inherent in workforce development is an acknowledgement of the diverse patient population and the desire to achieve greater congruence of staff with the patients Parkland serves.
  • Develop a multipronged workforce strategy with a multi-year actionable roadmap and key accountability measures in alignment with organizational strategy, values, core purpose, and objectives. Benchmark and measure Parkland Health’s efforts and progress in attracting and developing a diverse workforce with similar organizations.
  • Serve as an advisor, consultant, and thought-leader with deep education and workforce expertise to senior level and site leadership in the organization.
  • Partner with Marketing, Talent Acquisition, and Talent Development to create and implement pipeline strategies.
  • Coordinate with leadership to enhance, develop, and integrate workforce strategies and goals into business and planning processes.
  • Work with local, state, national, and international education, and training programs (from high school to doctoral), professional societies, and other relevant organizations to recruit from existing programs, develop tailored training programs and recruiting efforts to meet the specific needs of Parkland.
  • Expand high school and college internship programs through targeted community partnerships.
  • Work closely with Workforce Development, Clinical Education, and clinical leadership to ensure comprehensive education, training, and professional development programs are scaled and adapted to align with new pipeline strategies and workforce knowledge/skill gaps, including financial literacy and professionalism.
  • Track living wage and facilitate programs to provide emergency assistance (PTO donations, payday loan relief, emergency financial assistance, etc.)
  • Use data to drive outcomes, working with HR to integrate and embed DEI metrics and practices in Parkland Health people and talent programs.
  • Serve as a key participant in the development of Parkland Health’s talent strategy and ensure that this talent strategy considers DEI as a core element.
Job Accountabilities
  • Identifies and analyzes the design of jobs, work processes, work flows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
  • Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  • Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
  • Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
  • Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
  • Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
