Position: Addiction Services Director
Program/Department: Addiction Services
Location: New Rochelle (20 Sickles Avenue) & Mount Vernon (256 Washington Street)
Hours: Full-time / 35hrs per week / On-Site
Rate of Pay: $95,000 to $105,000
Position Summary: Addiction Services Director is responsible for The Guidance Center of Westchester (TGCW) interdisciplinary OASAS treatment and recovery services including METRO (Opioid Treatment Program), Sunrise (Outpatient SUD Clinic), VAP (Vocational Assistance Project), and CASAC (Certified Alcohol and Substance Abuse Counselor) Program. They directly supervise each of the program director/supervisors within addiction services programming, providing thought and process leadership as well as coaching to ensure quality integrated addiction services are being provided, while also strengthening the financial performance of TGCW’s addiction services. The position is also responsible for ensuring that the addiction services programs meet all requirements to maintain OASAS licensure and funding, integrated OASAS/OMH licensure in the Medication Assisted Treatment Opioid Treatment Program, Joint Commission Accreditation, and SAMHSA certification. The Director will champion efforts to strengthen the clinical skill and expertise of team members within the addiction services programs and cultivate a pipeline of CASAC interns who can become fully credentialed CASAC professionals. As the coordinator for the CASAC Program, the Director will ensure or directly provide supervision of CASAC interns, potentially teaching one or more of the CASAC curriculum courses.
Responsibilities:
Program Management
  • Support a high-performing culture aligned with TGCW core values and B.A.S.I.C Tenets: Balance, Accountability, Satisfaction, Inclusion, and Communication.
  • Provides thought leadership in the field of addiction treatment and services, including the development of presentations, trainings, and written/video content.
  • Provides strategic planning, coordination of coverage, and development of workflows and protocols to maximize efficiencies, quality care, and technology utilization.
  • Sets and monitors key performance indicators related to the quality of care and program success, including financial targets.
  • Develops program budgets in collaboration with executive and financial leadership.
  • Interviews, reviews, and approves all new hires within the addiction services team.
  • Serves as an agency representative in the community and with key stakeholders related to addiction treatment – is the primary contact for OASAS and the Department of Community Mental Health; attends provider meetings.
  • Ensures intra-site and inter-agency collaboration to meet the needs of program participants.
Supervisory
  • Directly supervises the (Opioid Treatment Program), Sunrise (Outpatient Substance Use Disorder Clinic) Senior Counselor/Supervisor, and VAP (Vocational Assistance Project) Supervisor.
  • Identifies needs and opportunities to enhance service provision and processes, as well as implements solutions, especially to mitigate participant risk and support well-being during recovery and beyond.
  • Provides staff training, approves off-site trainings, and schedules on-site trainers.
  • Provides annual evaluations of direct reports and reviews evaluations completed by program directors.
  • Serves as coordinator for the TGCW CASAC program.
  • Reviews and approves timesheets and PTO/Sick requests, ensuring coverage across programs.
  • Ensures compliance and documentation with oversight agencies, including monitoring of high-risk cases, participation in audits, responses to any corrective action plans, and maintaining licensure for each program.
  • Provide crisis intervention and be on call for crisis after hours as needed.
Clinical
  • Utilizes a strengths-based harm reduction approach to care and supervision, integrating best practices and clinical excellence.
  • Directly provides assessments/intakes, individual and/or group counseling if/as needed for coverage.
Qualifications:
  • New York State Licensed Clinical Social Worker (LCSW or LCSW-R) and CASAC or RN/NP with CASAC.
  • Excellent program management and supervisory/coaching skills, with a minimum of 5 years’ experience managing an OASAS licensed Article 32 program (Opioid Treatment, Medication Assisted Treatment, and/or Outpatient SUD Clinic); at least 3 years of direct experience in an MAT/Methadone treatment program, with at least one of those years being in a supervisory role providing clinical supervision of interns, CASAC-Ts, and/or other clinicians/counselors/nurses.
  • A minimum of 2 years of direct experience working with adolescents, adults, and families to support recovery from alcoholism and other addictions, co-occurring disorders, complex trauma and psychosocial stressors of poverty, abuse, abandonment, grief/loss, low/no literacy, and/or criminal justice involvement.
  • Demonstrated passion and commitment to supporting the well-being and recovery process of individuals and families struggling with complex challenges related to alcohol and/or substance use.
  • Familiarity with 822 OASAS documentation requirements, including Opioid Treatment Program-specific regulations, from assessment through termination.
  • Familiarity with Westchester County System of Care and resources for the full range of behavioral health and medical needs.
  • Ability to conceptualize and implement whole-person care throughout addiction services, integrating medical, mental health, addiction, and other social determinants of health needs utilizing a collaborative interdisciplinary team approach.
  • Entrepreneurial spirit and abilities to problem-solve, and quickly cultivate and implement solutions.
  • Positive attitude and demeanor with an ability to engage individuals of diverse backgrounds, perspectives, and needs.
  • Experience with electronic medical records and budget development/management is required.
Travel Requirements: ~10%
