QUESTIONS
This position announcement is for Accountant Chief-Finance, a full-time Civil Service position in the Metro Finance department. This position performs managerial duties involved in planning and directing a centralized accounting and financial reporting system, budgetary control records and oversees the accounting and financial reporting operations for the Metropolitan Government. This position also serves as Chief Accountant for the Metropolitan Government–a position created by the Metropolitan Charter and serves as a member of the Finance Leadership Team. Performs related duties as required.
Metro Finance has several divisions, including procurement, treasury and management and budget. Department employees provide financial management, information and business products to policy makers, departments, investors and the Nashville community to give them confidence in our government and to help them make informed decisions.
- Oversees all accounting activities of Metropolitan Government (Metro) including the establishment of accounting policies and procedures that are consistent with Generally Accepted Accounting Principles.
- Responsible for the annual external audit. Manages and participates in the preparation of financial reports including the Annual Comprehensive Financial Report (ACFR), Schedules of Federal and State Assistance (Single Audit), and the Public Annual Financial Report (PAFR).
- Projects cash flows to ensure adequate cash on hand for operations and debt service, to ensure the budget addresses cash flow needs, and to ensure compliance with tax anticipation note drawdowns and repayments.
- Prepares or supervises debt information for all bond issuances including responses to rating agencies, bond entries, annual debt filings, and other information as requested.
- Leads, motivates, and develops staff by setting the tone, culture, vision, and strategic goals. Provides direction and oversight for staff, including hiring, coaching, training, evaluating, and professional development.
- Participates in monthly meetings to foster collaboration, communication, and partnership with the Office of Budget Management, Treasury, Payroll, Information Technology Systems, and various other departments throughout Metro.
- Plans and directs installation, maintenance, and modification of the central computerized accounting system.
- Manages the distribution of financial data through Open Data Portal and Public Records Requests.
- May oversee the payroll and accounts payable divisions.
- Confers with the Mayor, Council Members, and department heads on financial matters as needed.
Bachelor's Degree in Accounting from an accredited college or university and eight (8) years experience in accounting, including five (5) years of supervisory experience in general accounting and/or internal auditing.

Valid Driver License
Candidates with accreditations earned in a foreign institute are encouraged to apply.
Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.
- Experience in governmental accounting standards, governmental report preparation and governmental accounting practices and strategic financial planning and operations
- Considerable (3-4 years of) managerial experience and experience in directing large scale financial and/or programmatic initiatives
- The preferred candidate would also have obtained professional certifications such as a Certified Public Accountant, Certified Municipal Finance Officer, Certified Government Finance Manager or other certification which would demonstrate advanced understanding of accounting principles
- Experience in the principles, practices, rules, regulations and laws related to financial management
- Experience in various specialty areas of government financial management including taxation, budgeting, financial reporting, auditing, procurement, investing and debt management
