Basic Function

Under direction, plans, schedules and coordinates construction, maintenance and repair, and custodial activities on the Municipal Wharf, beachfront facilities, and Main and Cowell Beaches; promotes the Wharf and beaches as visitor destinations; collaborates with other City staff, Wharf tenants, and community partners for successful operation of the Wharf and beaches; and performs other related duties as assigned.

Distinguishing Characteristics

The Wharf Supervisor is the full supervisory level classification in the Wharf Division. This classification is distinguished from the next lower classification of Wharf Construction Crew Leader in that the latter classification is a working lead position responsible for coordinating and directing a crew of workers. This classification is distinguished from the next higher classification of Superintendent of Parks in that the latter classification manages and directs the activities and work of the Parks Division of the Parks and Recreation Department.

Typical Duties

(May include, but are not limited to, those duties listed below):
  • Plans and supervises all construction and maintenance of the wharf structure and beachfront facilities (including pile-driving and removal, joist placement, decking and road surfacing); plans and directs underwater construction and inspection to ensure structural accountability.
  • Plans and supervises all cleaning, repairing, remodeling, painting and construction of the wharf and beach public access areas, (including restrooms, walkways, lighting, parking areas, landings, and beach cleaning).
  • Plans, schedules and directs the work of the Wharf crews and ensures that the crews perform safely.
  • Makes hiring recommendations; develops work schedules; directs training programs; completes or reviews performance evaluations; maintains discipline and productivity of crews.
  • Monitors activities to ensure compliance with safety regulations, performance and operation standards and other local, State or Federal regulations.
  • Maintains necessary permits for maintenance work with Federal and State agencies such as the US Army Corps of Engineers and the California Coastal Commission; assures work is completed according to permit conditions; completes and files reports as required;
  • Identifies, develops and oversees capital improvement projects; plans work schedules, and budgets.
  • Prepares and oversees contracts for architectural and engineering services as needed.
  • Develops bid packages and contracts for Wharf construction projects; oversees contractors working on Wharf to assure work is to standards.
  • Secures permits as needed from Federal and State agencies such as the US Army Corps of Engineers and the California Coastal Commission for new construction work; assures work is completed according to permit conditions; completes and files reports as required.
  • Prepares the preliminary budget for the Wharf division; monitors and controls approved budget.
  • Provides technical guidance and advice on marine heavy construction and marine-related matters to other City staff, other agencies and contractors.
  • Prepares written and oral reports and correspondence concerning the operation of the Wharf division and status of various wharf projects.
  • Acts as liaison between the City of Santa Cruz and the Wharf business tenants in areas related to Wharf maintenance and construction, events, programs, and promotions; responds to complaints and facilitates resolution.
  • Acts as liaison between the City of Santa Cruz and community partners in areas related to Wharf and beach maintenance, programs, and promotions; responds to complaints and facilitates resolution.
  • Coordinates operations of the Wharf division with other City divisions and departments
  • Promotes the Wharf and beaches as visitor destinations; supervises the work of the Recreation Coordinator to organize special and permitted events on the Wharf, handle Wharf communications, including social media, and develop interpretation and recreational programming on the Wharf.
  • Acts as a representative of the City in working with governmental agencies, marine-oriented groups and the general public.
  • Performs other related duties that may be reasonably expected as part of this classification.

WORKING CONDITIONS
Position requires sitting, standing, walking, reaching, twisting, kneeling, bending, stooping, squatting, climbing, crouching, crawling, balancing, grasping, pushing, pulling, working overhead, making repetitive hand movement, using both hands and both feet, and working with finger dexterity in the performance of daily duties. The position also requires talking, hearing, plus near and far vision when performing work and operating assigned equipment. The ability to lift, carry, and push tools, equipment and supplies weighing up to 50 pounds is required. The incumbent in this position works both indoors and outdoors in all weather conditions. Work takes place on slippery and uneven surfaces, around machinery with moving parts or stationery equipment, around moving objects or vehicles, on a boat, and occasionally on ladders or scaffolding, on rooftops, below deck, and in confined spaces. The incumbent may perform underwater inspection or construction work while wearing a wetsuit and utilizing scuba gear. Additionally, the incumbent may be exposed to solvents, paints, grease, oils, diesel, synthetic diesel, fumes, dust, sawdust, silica, treated wood waste, asphalt, cement, and chemicals. The work occasionally includes working with hands in water. The incumbent may be exposed to electrical energy. The nature of the work may require the incumbent to use power and noise-producing tools and equipment and drive motorized vehicles. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

Minimum Qualifications

The minimum qualifications for Education, Experience, Knowledge, Skills and Abilities are the following:

Education and experience:
  • High school graduation or G.E.D. and,
  • Five (5) years of journey level experience in related construction and/or maintenance and,
  • At least two (2) years of experience at a supervisory or lead level. Successful completion of City of Santa Cruz’s Supervisory Training (2008 or later) program is accepted in lieu of six months lead or supervisory experience.

Knowledge:
  • Principles and practices of employee supervision, training, and evaluation.
  • Principles and practices of budget development and monitoring.
  • The techniques, equipment, and materials used in marine construction including pile driving and heavy timber construction.
  • Equipment and materials used in electrical wiring, mechanics, plumbing, welding, concrete work, paving, and carpentry.
  • Construction safety orders issued by the State of California Department of Industrial Relations and standard safety practices and regulations issued by the California Occupational Safety and Health Administration.
  • The principles and practices of planning, budgeting and directing construction and maintenance projects.
  • The principles and practices of marine boating operations and safety.
  • The techniques and equipment used in ocean diving and underwater construction.

Abilities:
  • Effectively supervise, coordinate, direct, train and evaluate the work of others.
  • Resolve technical construction and maintenance problems as appropriate for the situation.
  • Effectively and safely operate and maintain small and large equipment related to the construction and maintenance trades.
  • Prepare, read and interpret plans, sketches, diagrams and construction markers.
  • Perform mathematical calculations as necessary for budgeting, ordering, and project planning.
  • Prepare and maintain accurate paperwork such as records, orders, surveys and reports;
  • Write clear and accurate reports and correspondence.
  • Establish and maintain effective working relationships with wharf tenants, community groups, governmental agencies, other City staff and the general public.

OTHER REQUIREMENTS
  • Willingness to work in extreme weather conditions, to work evenings, weekends, and holidays as needed, and to perform call-back work as required.
LICENSES
  • Possession of and continued maintenance of a valid California Class C driver's license.

DESIRABLE QUALIFICATIONS
  • A bachelor’s degree from an accredited college or university in Engineering, Construction Management, Environmental Science, or related field.
  • Possession of a National Association of Underwater Instructors (NAUI) or equivalent certificate as a scuba diver.
  • Knowledge of marine biology.

SALARY - This classification has a nine-step salary range. Appointment may be made commensurate with experience. See the Supervisory MOU documents on the City website for details.
APPOINTMENT - Any candidate selected by the appointing department may be required to pass a pre-employment medical exam administered by a City-selected physician before hire to non-sedentary positions. Prior to starting work, all newly hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment . Candidates must present documentation verifying authorization to work in the United States and take a loyalty oath as required by the State of California at the time of hire. Appointments to regular positions are subject to a six-month probationary period which is considered a part of the selection process. Probationary employees may be terminated without recourse during this period. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
LEAVE
Vacation – 80 hours/year up to 5 years, 120 hours/year 6-10 years, plus 8 hours for each year after 10 years up to a maximum of 160 hours/year.
Sick – 12 days/year
Holidays – up to 11 days/year
Floating Holidays - 24 hours per year
INSURANCE – (available to employee and eligible dependents)
Medical – Depends on plan selected; City generally pays 95% of the cost of coverage. Participating members make an additional $35 contribution per pay period towards health care benefits.
Dental, Vision, Employee Assistance Program – City currently pays full cost of employee and family coverage.
Life – City provides a $20,000 life insurance policy.
Long Term Disability – City provides a long term disability plan.
RETIREMENT
All new regular employees become members of PERS. Public Employees' Retirement System (PERS) 2% @ 62 (3 year average). Prior PERS membership may affect retirement formula. Employees contribute 11.25% of their salary to PERS on a pre-tax basis. An employee is vested after 5 years of membership. No Social Security is withheld.
