Crossnore Communities for Children is seeking a
Western Regional Program Director for our
Hendersonville, NC location. This position will support our family care services in the Western region including foster care and adoptions, and Bridging Families while also helping to develop new family preservation programs in the area.
Status: Full Time
Hiring Range: $61,500 - $69,500 annually

JOB TITLE: Western Regional Program Director
REPORTS TO: Senior Director of Child Welfare
SUMMARY: This position is responsible for the development, direction and management of the comprehensive, quality, family-centered foster care services in the western region of Crossnore Communities for Children. In conjunction with senior agency program leadership, this position is also responsible for supporting on-the-ground implementation efforts for emerging service lines (such as Bridging Families and family preservation) in the region as well as helping to develop a growth plan for the programs in the Western Region that is in line with the strategic plan. The Western Regional Program Director will work with the Regional Executive Director by leading the implementation of programs that are transitioned from the ED's community collaborative efforts.
STATUS: Full Time, Exempt
PAY SCALE: Hiring Range: $61,500 to $69,500 annually
QUALIFICATIONS
Education/Experience
- Qualified Mental Health Professional credential required, which consists of:
- Master's degree in a human services or related field from an accredited college or university and a minimum of one year supervised clinical experience working with children and families; or
- Bachelor's degree in a human services field and two years' experience with the current population; or
- Bachelor's degree in a non-human services field and four years' experience with the current population
- Minimum of 3 years supervisory experience required. Experience supervising foster care and adoptions program staff strongly preferred.
- Minimum of 5 years experience working with children and families in child welfare settings required.
- TIPS/MAPP and Deciding Together certification is a plus.
- An equivalent combination of education and experience may be considered.
Skills/Competencies
- Extensive knowledge of or ability to readily learn, the state child welfare system, foster care training and licensing,and mental health system.
- Knowledge of, or ability to readily learn, state and federal laws and other applicable regulations and standards as they relate to child welfare programs and clients. Familiarity with accreditation processes such as COA, CARF, Joint Commission a plus.
- Strong supervisory skills. Must have the ability to hold self and others accountable, give feedback related to areas in which staff perform well and areas needing improvement.
- Ability to manage a program area (including budget) with autonomy.
- Demonstrated proficiency in the use of a variety of computer software programs (Microsoft and Google products required).
- Strong verbal/written communication skills, and professional public speaking skills.
- Ability to think strategically and develop key performance indicators.
- Must have a strong attention to detail, be well organized, and have the ability to track accurate information.
- Ability to quickly establish and maintain effective working relationships with coworkers, youth, families, referral agencies, and community collaborators.

JOB DUTIES & RESPONSIBILITIES
Program Oversight/Operations
Program Oversight/Operations
- Has responsibility for foster parent recruitment, training and licensing, permanency planning, bridging families and adoption program areas within the region. Will partner with senior leadership to provide regional leadership support for other program areas such as family preservation services.
Personnel Management/Supervision
- Directly responsible for selecting, evaluating, disciplining, training staff and holding staff accountable for program expectations.
- Will have direct responsibility for supervisors and other exempt and non exempt staff (i.e. case workers & licensing workers) assigned to the region.
- Will travel across all regions, as needed for program cohesion.
Strategic Planning/Implementation
- In conjunction with the Triad Foster Care and Adoptions Director And Sr. Directors, further defines strategies and implements long range program goals and strategies to meet Foster Parent Training and Licensing, Permanency Planning/Bridging Families/Adoptions program goals/outcomes.
KPIs and Outcome Tracking
- In conjunction with Sr. Directors, determines how KPIs will be tracked and oversees KPI tracking process.
- Reviews KPI outcomes and makes recommendations to Sr Director/ELT for any necessary changes within program areas.
Policy/Procedure Compliance
- In conjunction with Sr. Directors, oversees program staff to ensure policies/procedures are understood by staff and followed accurately.
- Staffs high-level and complex cases as staff need input.
- Stays up to date on policy changes and ensures all staff are aware of and implement changes timely.
Budget Planning/Financial Oversight
- Directly responsible for program budget/financial oversight.
- Reviews program financials to monitor expenses/revenues against projected financials/expenditures and provides recommendations to the Senior Director as needed.
- Reviews billing reports to ensure appropriate billing codes were coded (as applicable-i.e. Bridging Families or Therapeutic Foster Care placement billing).
Community/Stakeholder Engagement
- Maintains strong relationships with community organizations, referral agencies, providers, clients, business partners, other key parties.
- Communicate effectively and collaboratively with the Regional Executive Director on regional program priorities, needs, challenges and timelines.
- Work with the Regional Executive Director by leading the implementation of programs that are transitioned from the ED's community collaborative efforts.
- Assists Sr. Director and Regional ED in developing and sustaining strong working partnerships.
- Attends task forces/work groups as assigned and provides Leadership team updates.
- Work in conjunction with the Fostering Communities program and staff to support foster families and children.
Training
- Trains new supervisors and front line staff.
- Designs and provides training for staff that assures appropriate methods and practices for the delivery of quality services according to ethical standards of practice.

TECHNICAL DUTIES
- In conjunction with the Sr. Director and Triad Foster Care and Adoptions Director, plan, develop, implement, and evaluate a program planning process for the continued overall development of foster care and adoptions in western NC.
- In conjunction with Sr. Program Leadership and the Western Regional Executive Director, plan, develop, implement, and evaluate a program planning process for the continued overall development of programs within the Hendersonville Region.
- Monitor the caseloads/work of supervisors and staff in terms of number of client and family oversight, and productivity expectations to maintain an appropriate, equitable distribution of workload.
- In conjunction with the Bridging Families director, ensure the Bridging Families program in the Western region is being properly implemented and staff are engaging families toward reunification and/or permanency through a child’s stay in Bridging Families.
- Monitor foster parent training and licensing to ensure alignment with strategic planning.
- Provide professional supervision through regularly scheduled team and/or individual meetings, to ensure that each client receives appropriate care consistent with accepted standards of practice and the needs of the client.
- Ensure comprehensive service plans are developed for clients in coordination with appropriate staff, community professionals, and legal guardian/ family members.
- In conjunction with the Clinical Director and other Program Directors, participate in meetings specific to overall regional clinical programming, as needed.
- Facilitate and participate in client staffings (e.g., agency and community treatment team meetings, admission assessments, psychiatric consultations, etc.) and provide leadership that ensures quality provision of services.
- Monitor ongoing client POC reviews to assess client progress, continually evaluating need for services and making adjustments as needed.
- Act as an advocate for assigned clients by coordinating all agency and community-based services to support appropriate treatment planning.
- In conjunction with Triad Foster Care and Adoptions Director, Maintain 24-hour on-call rotation schedule for Foster Care; provide necessary clinical and crisis intervention. Provide emergency back-up/coverage to regional programs when necessary.
- Ensure staff receives appropriate training in relevant areas in order to effectively meet the needs of clients and their families.
- Work with the Grants Development Officer to produce high quality program related proposals that will benefit the Western Region. In addition, serve as implementation manager and point of contact for grants that support program initiatives in the Western Region. Including but not limited to maintaining grant guidelines, budget and reporting.
- Work collaboratively with the Regional ED and regional fundraiser to identify regional program needs and priorities.
- Work in conjunction with the Human Resources Office to conduct interviews and make hiring decisions with respect to staff in programs currently overseeing..
- Attend to the authorization, billing and monetary issues related to revenue generation, working closely with authorization and billing staff to maximize collection rates.
- Oversee day-to-day office operations; promote positive office culture; maintain consistency as it relates to the Triad region.
- Other duties as assigned.
DAYS/HOURS OF POSITION and WORK CONDITIONS:
Weekdays 8:30-5:00 with some weekend and after hours on call support. Travel required throughout Western NC to support teams both on and off campuses, and for meetings. Serves as back-up to on-call/crisis needs. Some remote work available. May involve contact with clients and/or family members who may be hostile, resistant, and violent.

Position may require lifting to 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. Frequent walking, standing, and sitting. Frequent reaching and/or grasping using hands and/or arms. May be required to ascend/descend stairs.
