WATER DISTRIBUTION - SEWER COLLECTION
LABORER

This is increasingly skilled work repairing and installing water distribution, wastewater collection, and metering systems and assisting customers in resolving water service problems.
Work normally is accomplished in a 40-hour week, but some overtime may be necessary and the employee is subject to rotating “on-call” status, call-back in cases of emergencies, and assigned weekends. Work is supervised by a Distribution Supervisor, Foreman or designee and is accomplished in a field environment, in all types of weather conditions. Work requires increasing levels of personal initiative and judgment in acquiring and exercising the knowledge and skills related to water distribution, wastewater collection, meter system repair and installation, and operations of a variety of tools and equipment. Employees in this position progress through various skill, training and leadership levels. Upon demonstrating their acquisition of required knowledge and skills, they progress in compensation. They may be called on to perform any duties for which they have demonstrated capabilities.

An employee in this classification assists in;

  • Repairing or installing water and sewer mains, service lines, metering devices and related items;
  • Locating and repairing broken water and sewer lines;
  • Notifying customers of service interruptions; and
  • Maintaining assigned tools and equipment according to operating condition needs.

EXAMPLES OF WORK PERFORMED

1. Installs and repairs existing water and sewer services. (50%)

  • Makes water and sewer taps and installs service lines.
  • Sets or resets meters and meter boxes.
  • Assists in operating valves and fire hydrants.
  • Assists in locating and excavating water and sewer mains and services and other utilities by using mechanical equipment, picks and shovels to find the nature and extent of leaks or damage.
  • Work may include location for HWEA, contractors, and other utilities
  • Clean sewer mains and laterals using specialized rodding equipment.

2. Water distribution/wastewater collection system construction. (20%)

  • Installs or assists in installing water distribution and wastewater collection infrastructure.
  • Assists in cutting various types and sizes of pipe to required lengths for mains, service lines, and sewer laterals.
  • Threads and fits pipes.
  • Installs or assists in installing meters and meter boxes, fire hydrants, gate valves, curb stops, sleeves, couplings, and related system components.
  • Assists in repairs and/or upgrades for existing water distribution and wastewater collection infrastructure and metering system.

3. Performs miscellaneous work tasks. (15%)

  • Loads, unloads, cleans, maintains and organizes tools, equipment, materials and supplies before and after usage.
  • Cleans and maintains shop areas.
  • Uses manual, air-powered or gasoline equipment and tools, as directed, to complete installation and repair work.
  • Forms, mixes, pours and finishes concrete as directed.
  • Digs, fills and compacts ditch lines and holes using dirt, base materials and asphalt as directed.

4. Maintains good customer relations. (5%)

  • Establish courteous communications.
  • Assists in investigating consumer complaints, such as inadequate water pressure, damaged or leaking pipelines and fittings and similar problems.
  • Notifies customers about water, street and driveway closures resulting from construction or repair activities.
  • Answers customer inquiries and/or provides referral for additional information.

5. Promotes safe working conditions. (5%)

  • Prepares work sites for safe operations by setting up warning traffic signs.
  • Directs traffic movements as a flagman.
  • Clears rights-of-way for work to be done.
  • Cleans job sites following completion of work.
  • Replaces ground cover as directed.

6. Performs related work as directed. (5%)

It is understood that, as a public utility, HWEA provides water and wastewater treatment and Distribution services to its customers. Any duty necessary to perform these important functions may be required of any employee, even if not listed in this position description.

DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES

  • Some knowledge of the methods, materials and tools used in repairing and installing water distribution and metering systems.
  • Some knowledge of the principles and practices of water utility customer service.
  • Some skill in using hand and powered tools required to repair and install water distribution and metering systems.
  • Ability to perform water distribution and metering system repair work in accordance with established methods and techniques, including proper utilization and care of tools and equipment.
  • Ability to meet physical requirements of the job, including work in all types of weather conditions, lifting heavy materials and tools, and using manual tools for excavation.
  • Ability to work safely alone or as part of a work group, to follow established safety procedures, and to recognize hazards which could cause workplace accidents.
  • Ability to understand and comply with provisions of the Kentucky Hazardous

Communications Act.

  • Ability to establish and maintain effective working relationships with employees, management, vendors/suppliers and the public.

DESIRABLE EDUCATION AND EXPERIENCE

Considerable experience in water distribution and metering system installation, repair or related work is desired. A high school diploma or the equivalent is preferred. A combination of experience and training which provides the desired knowledge, skills and abilities will be considered.

NECESSARY SPECIAL REQUIREMENT

Must possess a valid Kentucky driver’s license. Must be able to obtain a Kentucky CDL with air brake endorsement within (1) year, have a verifiable good driving record and be able to pass a driving test and other equipment operations tests associated with skills levels. Must pass physical examination with no restrictions on work activities and successfully pass drug screening.
Must be available by telephone and be able to work overtime or respond to callback because of system emergencies as required.

Typical noise level:
Loud to very loud - earthmoving equipment/jack hammer.

Stress level:
High - irate customers, extreme day and night weather conditions, physically and mentally demanding emergencies such as flooding streets and houses, working around heavy equipment, gas, telephone, and power lines.
