Job description
Minimum Qualifications:
Bachelor's degree in business, public administration or a related field required; supplemented by one year of experience in tax related data analysis; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: None.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
Purpose of Classification:
The purpose of this classification is to perform batch processing of data, write database queries, and prepare reports and summary analysis for Tax Assessors staff to provide information for the proper valuation of property within the county.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Provides database management and query building: coordinates database queries and prepares reports for appraisal staff; develops, organizes and prepares data analysis for data entry of parcels; performs data entry of changes to maintains accuracy of reports; processes final calculations from batch processing and posting.
Manages Hearing and Tracking database quality control: analyzes appraisal data information for preparation of BOA Agenda approval; communicates details of appeals process and appropriate codes related to Hearing and Tracking business processes; and directs/initiates corrective measures in resolving appeal valuation issues.
Oversees batch processing of data: determines sequence of actions to enable accurate processing of data; utilizes a variety of processes including Assessment Batch Cost, Post Value and Calc Exemptions, Sales Ratio Report, Cost Land Values, and others; establishes and monitors quality control procedures.
Coordinates and prepares Hearing and Tracking Status reports for appraisal staff and other departments: develops and refines quality control reports to identify and recommend solutions to Hearing and Tracking issues; performs data analysis of report data; implements and manages solutions to Hearing and Tracking issues; assists staff with corrections; and ensures appropriate procedures are followed by staff.
Organizes, manages and coordinates Hearing Tracking procedures in database: implements system administration and management protocol; manages principles and practices of Hearing and Tracking, CAMA and Assessment Processes; Cost Table Management, Batch processing, and IAS World.
Generates and prepares query analysis: creates query development and analysis using Discoverer, SQL, and Query Builder tools; develops query reports to assist management and staff; and plans necessary steps to correct parcel values for tax years affected.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; develops and communicates quality control guidelines; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
ADA Compliance:
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
