Responsibilities:The CIO organization produces numerous high-level documents used to inform, shape and influence the Army and other organizations. Well written, properly formatted communication is important to ensure that the documents are clearly understood by the intended audience.
The candidate will write, review, edit and publish corporate level plans, briefs, policies, documents, and other artifacts that incorporate industry best business practices pertaining to emerging technologies, and represent executive-level quality for initiatives linked to CIO priorities messaging content. The strategies and tools the contractor shall develop will aggressively coordinate strategic initiatives across the CIO organization.
In the role, the candidate will develop various messaging, including social media, in support of the CIO. The candidate will also be required to coordinate, collaborate and consolidate information across various Army and DoD organizations, and other stakeholders.
This role will require knowledge management of files, folders, graphics, and other documents.
NOTE:
At a minimum, candidate personnel shall have an extensive military knowledge in terms of military capabilities, systems, operational concepts, and strategic theory, as well as expert knowledge with Army planning processes, communications, cyber, data, and network capabilities. The candidate will also have comprehensive knowledge of Army processes and systems work within multiple disciplines including information, operational, diplomacy, budgeting, spectrum, and the role of technology in the competition continuum. The candidate will have executive level research skills using classified and unclassified information and executive writing and communication skills.
The candidate will:
- Provide high quality editing in support of the SIG, StratComm, CACO, SACO and directorates by incorporating historical, factual and analytical knowledge in writing and editing support
- Edit work documents provided by those organizations and ensure that they follow the appropriate Army style guides; Documents in this category include, but are not limited to, weekly situation reports (SITREP), articles, speeches, written testimony, Congressional responses, talking points, information papers, decision papers, white papers, strategies and plans
- Research, coordinate and write original documents, some of which will be technical in nature and focus on Army information technology, signal and cyber issues; Documents include holiday messages to the workforce, birthday notes, condolence notes, congratulatory notes, and other star notes (and the SES equivalent) from the senior leaders
- Assist in writing speeches and remarks for the CIO and Deputy CIO.
- Coordinate and manage for the CIOG situation report (SITREP) entries delivered to the Secretary of the Army (SecArmy) and the Army Chief of Staff (CSA) in the form of the Weekly Report
- Develop a knowledge management strategy to be approved by the government and maintain all artifacts in accordance with this strategy
- Other duties as assigned
Qualifications:Minimum Requirements

Direct and relevant experience in the above areas at the C-Suite or GO/SES level
- Bachelor’s degree in Communications, Marketing, Business Administration, or related field
- Currently possess, and retain, an active DoD or IC TOP SECRET clearance; Must be active upon date of hire
- Expert-level editing and technical writing skills
- Ability to research, coordinate, develop, edit and prepare briefings, articles, speeches, talking points, handouts, or other materials that provide internal and external outreach in terms of CIO roles and responsibilities
- Develop a knowledge management strategy to be approved by the government and manage access to and maintain all artifacts in accordance with this strategy
Duty Location: Onsite at the Pentagon, Washington DC; at Fort Belvoir, VA; or at other alternate locations within the National Capital Region, with a requirement to attend meetings at Government locations, as needed.

Preferred:
- Master's Degree in Communications, Marketing, Business Administration, or related field
- Project Management Professional (PMP) certification
- Certified Scrum Master (CSM) or other Agile certification
