POSITION DESCRIPTION
POSITION TITLE: Solid Waste Services Heavy Equipment Operator
POSITION REPORTS TO: Solid Waste Supervisor, Solid Waste Foreman
BLS COMPARABLE: 53-7081, Refuse and Recyclable Material Collectors
- Subject to post offer, pre-employment drug screen.
- Subject to post offer, pre-employment physical examination/medical history check.
- Subject to a pre-employment criminal background check.
- In accordance with 49 CFR 391.53, information regarding previous employers may be used for the purpose of investigating the applicant’s safety performance history within the previous three years. This includes general employment, accident, and drug/alcohol information.
- In accordance with 49 CFR 391.23, a Motor Vehicle Report covering the previous three years will be obtained for the purpose of investigating the applicant’s driving history.
- As a CDL driver, the employee will be required to comply with all provisions of DOT Regulation 49 CFR Parts 40 and 382, including random drug and alcohol testing.
- Possession of a valid Oklahoma Class A CDL without an airbrake restriction and with an acceptable driving record.
- Starts engine, moves throttle, controls and levers to operate two or more heavy machines.
- Operate chipper, compactor, dozer, excavator, front loader, grader, scarab (row turner), spray cover truck, trommel, and the other equipment to include water truck, dump truck, and roll-off truck periodically. Connect and disconnect hoses when using the roll off truck
- Drain leachate tanks and haul leachate water to waste water plant.
- Haul roll off containers and empty using roll off truck.
- Follow specific material loading and unloading requirements.
- Maneuver equipment in tight and limited spaces while visually clearing for customers that are unloading vehicles in the same area in which work is being performed.
- Properly evaluate loads and determine safe disposal in order to prevent vehicle damage, personal injury, spillage and accepting hazardous materials.
- Maintain awareness of surrounding power lines, building, and related safety hazards that may conflict with operations of equipment.
- Use shovel to remove snow or ice that may prevent gates from opening.
- Inspect dumpsters, report conditions, and request welding for minor repairs.
- Communicate by radio with co-workers and foreman concerning delays, unsafe situations, accidents, equipment breakdowns, and other maintenance problems.
- Perform pre- and post-shift inspection of vehicle. Check oil, grease mechanisms, and wash and fuel vehicle.
- Clean, inspect, and service equipment after daily duties have been completed. Fill out required reports for defective equipment or vehicular damage.
- Communicate with co-workers to resolve minor concerns/issues and report problems to foreman and supervisor.
- Provide assistance to other departments as needed.
- Perform other duties as required.

QUALIFICATIONS
EDUCATION/EXPERIENCE: High school diploma or equivalent. One-year previous truck or equipment driving experience is preferred.
CERTIFICATES/LICENSES: Valid Oklahoma Class A CDL without air brake restriction.
Waste Exclusion Training (within one year).
REQUIRED KNOWLEDGE: Mechanical — Knowledge of motor vehicles including air brakes and hydraulics.
Specialized — General comprehension of ordinances regulating refuse disposal. General working knowledge of city streets.
SKILLS/ABILITIES: Ability to identify hazardous materials.
Ability to work independently.
Ability to maneuver equipment in tight and limited spaces.
Accurate and attentive to detail.
Ability to assist and support others.
Proficient ability to operate packer, front-end loader, roll off, and boom trucks as well as other trucks and sanitation equipment as necessary.
PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION
FINGER DEXTERITY: Manual dexterity sufficient to reach/handle items, work with fingers, and perceive attributes of objects and materials.
VISUAL ABILITIES: Normal vision, with or without corrective lenses, distance vision, color vision, peripheral vision, and ability to adjust focus and judge distances.
PHYSICAL STRENGTH: PDC Level: Very Heavy Employee lifts/carries 40 lbs constantly (67% -100% of the time or over 500 times a day) and 100 lbs occasionally (less than 33% of the time or 1-100 times per day). Requires a push/pull exertion of force of 100 lbs occasionally. Very heavy physical activity required performing strenuous daily activities. Frequent stepping up and down; bending and stooping, balancing; and carrying and lifting weight over distance. Periodic shoveling. Prolonged sitting while operating vehicle.
LANGUAGE/COMPREHENSION: Ability to read and comprehend simple instructions, short correspondence and memos. Ability to write simple correspondence. Ability to determine locations on a city map.
REASONING ABILITY: Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
MATHEMATICS ABILITY: Ability to perform very basic math skills including adding and subtracting two-digit numbers, multiplying and dividing with 10’s and 100’s. Ability to perform these operations using units of money and weight or distance measurement.
WORK SCHEDULE/HOURS: Variable – typically 5 eight (8) hour shifts, Monday through Saturday, starting at 7:00a.m.
Overtime, weekend work, and most holidays.
Other – Variable lunch break in coordination with co-workers.
WORK CONDITIONS: Outdoors but in an enclosed vehicle with periodic exposure to weather conditions (rain, heat, snow, wind, etc.) and extremes in temperature.
Noise level: Loud. Hearing protection as required.
Other work conditions: Danger of overhead electrical line contact.
Work near moving mechanical parts.
Work in high volume traffic areas.
Work on uneven surfaces.
Exposure to noxious odors, airborne particles, chemicals, etc.

4-6 years related work experience.
7+ years related work experience.
Ability to operate roll-off truck on a routine basis.
Ability to work all routes, commercial & residential.
Ability to work numerous residential/commercial routes.
Expert operation of all residential and commercial vehicles,
Advanced ability to operate commercial trucks
Ability to fill in for foreman for an extended period of time.
Ability to fill in for foreman for short period of time.
Ability to provide periodic management support.
Valid CPR certification.
Ability to train drivers.
