ABOUT THE DEPARTMENT
Information Technology provides electronic data processing services to County departments including systems development and maintenance, computer programming, network management, computer operations, and personal computer support. Information Technology also assists departments with the selection and acquisition of their computer systems and personal computers. All telephone, voice mail, and related telecommunication equipment is installed, maintained, and upgraded by this department.
ABOUT THE POSITION
Associate Information Technology Analyst/Senior Information Technology Analyst:
Under direction, to provide technical support, analysis, and consultation to user departments in the use of the automated information systems and equipment; to manage departmental information technology projects; and to perform related work as required.
DISTINGUISHING CHARACTERISTICS
Associate Information Technology Analyst: This is the journey level class in the IT Analyst series within the Information Technology Department and acts as in-house consultant to operating departments in the purchase and use of single department computer hardware and software and personal computer hardware and software. This class series is distinguished from the Programmer Analyst class series in that the latter has as a primary assignment the combined business applications, analysis, design, and programming work on central computer systems. It is distinguished from the Senior IT Analyst in that it provides consultation in single department systems while the Senior works with complex multiple department systems.
Senior Information Technology Analyst: This is the working lead level providing direction to other support staff. This is the advanced journey level class in the IT Analyst series within the Information Technology Department and acts as in-house consultant to operating departments in the purchase and use of computer hardware and software. This class series is distinguished from the Programmer Analyst class series in that the latter has as a primary assignment the combined business applications, analysis, design, and programming work on central computer systems. It is distinguished from the Associate IT Analyst in that the latter provides consultation in single department systems while the Senior works with complex multiple department systems. This is not considered a supervisory class in that the selection, evaluation, and discipline of employees is not assigned at this level.
IDEAL CANDIDATE
The ideal candidate will have a bachelor’s degree from an accredited university in a related field of study. The candidate should have more than one year of project management experience with, preferably, a Project Management Professional certification from PMI. Experience with process and contract analysis are desirable. In addition, the ideal candidate will be able to:
Create a Technology Lifecycle plan for a wide range desktop hardware and software.- Research and analyze technology-based solutions for medium to large (250-1000 persons) sized organizations running in a Microsoft domain environment.
- Demonstrate proficiency in the use of desktop management and project management tools.
- An ability to communicate technical issues in a manner non-IT staff understand.
- An ability to lead a cross-functional support team.
- Analyze and identify business process improvement opportunities.
- Develop and document short and long-range departmental technology plans.
- Provide detailed reports and data analysis.
- Lead project teams consisting of members from multiple functional areas.
- Preparing formal written reports documenting troubleshooting, analysis, and project management activities.
Senior Information Technology Analyst: Performs feasibility studies for departments requesting information technology and determines best alternative such as central, departmental or personal information system; application project management for the selection, installation and maintenance of server based applications; prepares personal computer user training materials and teaches personal computer training classes or organizes professionally taught classes for users and staff; serves as project manager of medium to large departmental information technology projects when the user departments cannot supply a project manager; act as a lead providing direction to subordinate staff, provide evaluation input to supervisor for subordinate staff, recommends to IT Supervisor new Information Technology Department departmental and personal computer services and training programs; represents IT on user project teams which are developing departmental or personal information systems; coordination services with vendors and IT support staff: single point of contact for customer; consulting services which includes the research and analysis of different technology options with industry trends; performs analysis and design of departmental and personal computer information systems to meet user requirements; monitors and processes requests for Information Technology Department services; order processing for computer equipment and software; evaluates computer applications for suitability to department needs; asset management of assigned departments hardware, software.

Knowledge of: Customer Service excellence; Capabilities and limitations of a variety of software packages used to support automated office systems; Principles and techniques of automated information entry, storage and retrieval; Problem solving processes and techniques; Procedures and systems analysis; Training design and delivery; Quality control and testing processes.
Ability to: Trace, identify and resolve basic hardware and software malfunctions; Identify and take corrective actions to solve technical problems; Define problem areas, collect and evaluate data, validate conclusions and make appropriate recommendations; Plan, coordinate and initiate actions necessary to implement recommendations; Evaluate, design, and produce technical training materials and presentations; Read and interpret a wide variety of technical manuals and instructions designed for the operation of computer software and hardware; Write instructions and procedures; Prepare and maintain documentation; Establish and maintain effective relationships with operating department staff, vendors, and others contacted in the course of work; Work effectively with others in a team environment; Communicate effectively both orally and in writing.
These employment standards are typically attained with two years of experience researching and expanding departmental automated work processes which require an increasingly technical understanding of the capabilities and limitations of both minicomputer and personal computer hardware and software used for office automation support.
Senior Information Technology Analyst:
Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

- Employees in this classification are covered under the CalPERS retirement program. Depending on the provisions of the California Public Employees’ Pension Reform Act (PEPRA) and other applicable laws, an employee in this classification will be covered under one of the following CalPERS retirement formulas: (1) 2% at 55, (2) 2% at 60, or (3) 2% at 62. An employee in this classification will also contribute up to 8.75% his/her pay to this plan or will contribute such other amount to the plan as authorized by PEPRA and other applicable laws. THESE BENEFITS DO NOT APPLY TO EXTRA HELP EMPLOYEES
Holidays:
12 paid holidays (96 hours) per year.
Vacation:
10 working days a year during the first three years of service; 15 working days a year - 4 through 9 years of service; 17 working days a year - 10 through 15 years of service; 20 working days a year - 16 or more years of service. Note - accrued vacation leave may not be used until after six months of employment. For purposes of vacation accrual, a working day is no more than 8 hours.
Sick Leave:
96 hours of sick leave are earned each year with no maximum accrual. Employees terminating in good standing after completion of 5 years of continuous service will receive a pro-rata payoff of accumulated sick leave. Unused sick leave may be converted to PERS service credit upon retirement. Note - accrued sick leave may not be used until after three months of employment. Accrued paid leave benefits are used in conjunction with FMLA/CFRA as appropriate.
Bereavement:
Maximum of 24 hours for each non-concurrent death in the immediate family.
Health Plan:
Shasta County contracts with PERS for medical insurance and has an alternative Blue Cross plan. Employees in the Teamsters bargaining unit are insured through a Teamsters Trust plan. Depending on the plan selected, the County pays most, or all, of the employee premium, and contributes a portion of the dependent premium. Contributions are made for a portion of a retiree's insurance premium.
Dental Plan:
The County pays a portion of the employee's and dependents' premium for dental insurance. The employee pays the full premium during the first six months of coverage.
Vision Plan:
The County pays the employee premium and employees may enroll dependents at their own expense.
Life Insurance:
The County pays the premium for life insurance for most employees. The amount of coverage varies by bargaining unit.
Retirement:
The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security. Members hired prior to May 8, 2011 are covered under the retirement formula of 2% @ 55 benefit. Members hired after May 8, 2011 but before January 1, 2013 are covered under the retirement formula of 2% @ 60 benefit. Members hired after January 1, 2013 are covered under the California Public Employees Pension Reform Act (PEPRA) with a benefit formula of 2% @ 62. Please review the specific MOU for stipulated retirement formulas.
Employees pay 7.75% of his or her salary, on a pre-tax basis for a period of time as specified in his or her labor contact, or Personnel Rules as appropriate.
- Deferred Compensation plans available through specified companies.
- IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and dependent care.
