Position Purpose

The Senior Project Coordinator manages, reviews, and coordinates the bond program and agenda items for department and assigned projects. Coordinates and monitors the open records requests, IT Security, Summer Internship Program, and all other special projects for the department.

Dallas Water Utilities - Floodplain Management
The Senior Project Coordinator coordinates activities within the Community Rating System (CRS) program, reviews and coordinates reporting and other activities necessary for the Cooperating Technical Partners (CTP) program, coordinates and responds to Floodplain Management Inquiries, prepares or assists in process for relevant agenda items, coordinates responses to open records requests, IT Security, Summer Internship Program, annual budget, and other special projects for the Dallas Water Utilities – Floodplain Management section.

Essential Functions

1 Prepares, coordinates, and reviews the department’s City Council Agenda items; creates the agenda items in Register for the department and reviews and approves the agenda items in Register for the Administrative Specialists within the department.
2 Maintains and keeps a complete and continuously updated inventory of capital needs and cost estimates to facilitate planning and ensure prompt response to inquiries; coordinates the development of proposed capital improvement programs to achieve a City Council-approved program to submit for voter approval.
3 Provides research on previous agenda items as required; prepares internal reports, analyzes goals vs. objectives, and identifies areas where duplication of effort is evident and provides suggested solutions to streamline the agenda process.
4 Manages and coordinates the Open Records requests that are distributed by the City’s Public Information Office; coordinates the responses within various departments.
5 Coordinates and facilitates special projects as assigned by the Director, Assistant Director, or other leadership.
6 Manages the departmental projects supporting the renovation of various facilities for various departments.
7 Coordinates the annual, monthly, and daily requests for access to the City’s network, serves as custodian for the department’s access to Advantage, Tririga, Register, etc.; and identifies areas and recommends to upper management where activities can be streamlined.
8 Communicates with other Project Coordinators within the City of Dallas, contractors, and Directors of various departments to discuss information required and items related to assigned projects; coordinates construction and rehabilitation projects, certifying that the work has been completed as presented in the proposals.
9 Schedules and facilitates meetings with City departments, contractors, etc.; provides technical guidance as it pertains to Agenda, open records, the Advantage Management System; and prepares and contributes to the development review or revision of ordinances as they relate to the department.
10 Identifies needed areas of change in policies and procedures and makes recommendations to improve said operations.
11 Performs any and all other work as needed or assigned.

Minimum Qualifications

EDUCATION:
  • Bachelor’s degree in a business, public administration, engineering, architecture, or construction management field.
EXPERIENCE:
  • Five (5) years of experience in any of the following:
  • Managing public sector projects
  • Managing construction-related activities
  • Preparing/monitoring/administering/negotiating contracts for:
  • public sector projects
  • engineering projects
  • building construction projects OR
  • other construction-related projects
AND
  • Two (2) years of experience with supervisory/project management responsibilities. (This experience may be included in the required experience listed above.)

EQUIVALENCIES:
  • High school diploma or GED plus nine (9) years of the required experience including two (2) year supervisory/project management responsibilities will meet the education and experience requirements.
  • An associate degree in any field plus seven (7) years of the required experience including two (2) years supervisory/project management responsibilities will meet the education and experience requirements.
  • A bachelor’s degree or higher in a non-specified field plus seven (7) years of the required experience including two (2) years supervisory/project management responsibilities will meet the education and experience requirements.
  • A master’s degree or higher in a specified field plus three (3) years of the required experience including two (2) years supervisory/project management responsibilities will meet the education and experience requirements.

LICENSE/CERTIFICATION:
  • Valid Driver’s License with a good driving record
  • Current Certified Floodplain Manager (CFM) issued by Texas Floodplain Management Association (TFMA) or the Association of State Floodplain Managers (ASFPM)
PREFERENCES:
  • Knowledge of floodplain management and mapping.
  • Knowledge of standard real estate processes.
  • Knowledge of contract administration.
  • Knowledge of budget process.
  • Skill in Microsoft Office Suite, including Excel, PowerPoint, and Word.
  • Ability to establish and maintain an effective rapport with all levels of management, city officials, vendors, other government agencies, other employees, and the general public.

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.


For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.

Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed. A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.
