Richmond District is seeking a candidate to act as a liaison with local jurisdictions and transportation agencies on transportation issues; serve as the lead in the development of complex and high-profile planning projects and manage project teams and supervise staff in the planning program. In addition, this position will serve as the lead with one or more of the following: planning studies; grant application development and validation; day-to-day project development; smart scale support; federal performance metrics and Metropolitan Planning Organizations/regional support.

Minimum Qualifications

Extensive knowledge of federal and state mandated transportation planning principles, practices, policies and requirements; project, program and personnel management practices; and local planning/land use regulations, procedures and policies. Ability to manage financial resources; to apply planning principles and practices to a variety of complex projects; to organize and analyze transportation data; maneuver through complex political situations; supervise staff; plan, prioritize, coordinate and complete multiple assignments within schedule timeframes and communicate with diverse groups and government officials. Skill in navigating through various web base systems and software applications.

Preferred Qualifications

Master’s Degree in Transportation or Urban Planning or related field and/or equivalent experience. Experience in transportation/urban planning, traffic or civil engineering. Progressively responsible experience in transportation planning, program and project management to include working with multi-disciplinary teams and other transportation planning professionals on a wide range of transportation-related issues. Certified Planner with American Institute of Certified Planners preferred.
