Remote work options available. All remote work must be conducted in the United States and be within a 100-mile road route radius of the Commission’s main office at 1122 Broadway, San Diego, CA 92101.

Examples of Essential Job Functions:

  • Provides expert advice and analyses in the administration and implementation of the Commission's financial, auditing, and accounting programs.
  • Prepares a wide variety of financial and statistical reports, including year-end reporting, budgetary reports, assisting in the preparation of the Comprehensive Annual Finance Report (CAFR), and preparing other legal documents and management analysis.
  • Independently performs technical and complex accounting work for assigned local, state, and federally funded programs, including setting up, maintaining and reconciling general ledger accounts; verifies fund availability and recommends the establishment of Auditor’s Certificates; verifies charges are made to appropriate program accounts; independently identifies discrepancies, conducts research and confers with program managers and funding source representatives to resolve problems.
  • Ensures encumbrances and payments are correct and in full compliance with all applicable fiscal and program contract requirements; tracks and monitors all charges made to designated program funds; prepares funding source requisitions and transfers; prepares periodic reports to funding sources; closes out completed programs, reconciling total expenses to authorized funding; approves the electronic draw down of authorized funds; oversees accounts payable functions
  • Tracks investments; completes interest reconciliation and related entries; completes travel reimbursements as needed.
  • Prepares standard quarterly and annual financial statements and reports for designated funds and accounts, including footnotes, supporting schedules and working papers; complete fixed asset and depreciation recording and reconciliations.
  • Works with staff of other sections to resolve technical accounting and reporting issues and problems.
  • May provide lead work direction and guidance to other section staff and interns; reviews the work of accounting support staff for accuracy and completeness.
  • Analyzes cost data and assists in performing special studies, analyses, and projects as required by the Commission and outside funding sources.
  • Assists staff of other sections in conducting queries and generating special financial and accounting reports; designs and creates custom financial reports.
  • Works directly with staff from other sections to resolve technical accounting and financial reporting issues and problems.
  • Designs and creates custom financial reports; makes recommendations for the development and revision of accounting related documents, procedures, and forms; assists in the development of policies, regulations, and procedures.
  • Conducts special research assignments, gathers data, and prepares reports for consideration by management or special committees.
  • Performs other duties as assigned.

Qualifications:
Knowledge of:

  • Modern principles, practices, and methods of public and governmental accounting and financing, including program budgeting and auditing and their application to government agency operations.
  • General principles and practices of data processing and its applicability to accounting and government agency operations.
  • Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
  • Recent and on-going developments, current literature, and sources of information related to the operations of the assigned programs.
  • Record-keeping principles and procedures.
  • Modern office practices, methods, and computer equipment and applications related to the work.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Commission staff.

Ability to:

  • Analyze financial data and draw sound conclusions.
  • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
  • Interpret, explain, and ensure compliance with Commission policies and procedures, complex laws, codes, regulations, and ordinances.
  • Make accurate arithmetic, financial, and statistical computations.
  • Enter and retrieve data from a computer with sufficient speed and accuracy.
  • Prepare clear, complete, and concise financial statements and reports.
  • Establish and maintain a variety of filing, record-keeping, and tracking systems.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Operate modern office equipment including computer equipment and specialized software applications programs.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

Education & Experience:
Equivalent to graduation from an accredited four-year college or university with major coursework in accounting, finance, business or public administration, or a closely related field, and four (4) years of responsible professional public accounting experience.
