Summary*
Coordinates the provision of security and law enforcement programs to PRHA public housing communities. Directs assigned community outreach activities in support of programs. Investigates and reports violations of laws committed on or near PRHA properties, including but not limited to crime investigations and lease violation investigations. Conducts special investigation or research projects. Conducts routine patrols of communities. Develops and administers security and law enforcement programs for communities, properties, and contractor. Creates, submits, and oversees the distribution of crime prevention information to PRHA communities. Coordinates and conducts crime prevention, crime awareness, and emergency preparedness training for residents and employees. Conducts crime prevention surveys for PRHA properties, compiles and analyzes data, and reports findings. Establishes and maintains working relationships with law enforcement representatives, social service representatives, and other program partners. Assists law enforcement and government representatives in bona fide investigations, execution of warrants, truancy investigations, and related matters. Recruits, trains, and coordinates the efforts of volunteers in support of crime prevention efforts.

Essential Functions*
Coordinates the provision of security and law enforcement programs to PRHA public housing communities: establishes and maintains working relationships with law enforcement representatives, social service representatives, and other program partners; plans and schedules assigned security programs; coordinates activity with partners; assesses program performance; and takes corrective action as needed.
Directs assigned community outreach activities in support of programs: may plan, develop, and implement outreach activities; instructs partners and participants in program procedures and activities; oversees the execution of the program; assesses program results; and takes corrective action as needed.
Investigates and reports violations of laws committed on or near PRHA properties, including but not limited to crime investigations and lease violation investigations: receives call or assignment; travels to scene of incident; conducts investigation through scene review, witness interviews, and other investigation procedures; may request and obtain police reports and other related documents; may serve as liaison between police investigators and PRHA; advises staff of findings; and prepares and submits investigation reports.
Conducts special investigation or research projects, including but not limited to Violence Against Women Act (VAWA), vandalism, and gang violence projects.
Conducts routine patrols of communities: travels to communities in motor vehicle; patrols community by vehicle or on foot; observes resident and nonresident activity; and takes appropriate action based on observations.
Develops and administers security and law enforcement programs for communities, properties, and contractor: plans, develops, and implements programs; assesses program performance; and takes corrective action as needed.
Creates, submits, and oversees the distribution of crime prevention information to PRHA communities: may develop, format, and submit for printing brochures and newsletters on crime prevention subjects; and may oversee the distribution of other crime prevention literature to the communities.
Coordinates and conducts crime prevention, crime awareness, and emergency preparedness training for residents and employees: works with partners to organize, schedule, announce, and conduct crime awareness training; may prepare and present training program.
Conducts crime prevention surveys for PRHA properties, compiles and analyzes data, and reports findings.
Establishes and maintains working relationships with law enforcement representatives, social service representatives, and other program partners.
Assists law enforcement and government representatives in bona fide investigations, execution of warrants, truancy investigations, and related matters.
Recruits, trains, and coordinates the efforts of volunteers in support of crime prevention efforts.
Performs other related work as required.

Education, Experience, and Licenses*
Bachelor's degree in Criminal Justice, Sociology, or a related field is required for this position.
Minimum ten years experience in law enforcement administration, crime prevention.
Any equivalent education and related experience, necessary to obtain required knowledge, skills, and abilities.
Must possess current and valid driver’s license and maintain a satisfactory driving record.
Basic Crime Prevention Training, Gang Specialist Certification, and DCJS General Instructor Training required.

Comprehensive knowledge of criminal code and law enforcement principles, concepts, methods, and techniques.
Knowledge of crime prevention techniques and community policing programs.
Comprehensive knowledge of housing regulations and lease agreements.
Knowledge of service programs and program development methods.
Comprehensive knowledge of PRHA mission, function, organization, and operations.
Operational knowledge of personal computer for work processing and electronic communications.
Knowledge of City of Portsmouth political, social, and economic environment.
Knowledge of applicable city, state, and federal laws.
Knowledge of crime statistic collection and reporting.
Oral and written communication skills to present and make comprehensible complex information regarding organization operations, of which some information may be highly technical in nature; provide clear work instructions; compose reports; and respond to questions on a variety of job-related matters.
Skill in operating a motor vehicle to transport self and supplies from location to location.
Ability to interpret organizational and environmental factors that could have potential effects on the success of projects and programs.
Ability to exercise independent judgment in the development and implementation of programming activities.
Requires the ability to use small office equipment, including copy machines or multi-line telephone systems.

While performing the duties of this job, the employee is frequently required to sit, talk, smell, taste, see, or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 50 pounds. Job requires depth, color, and texture perception.
