Job Summary
The Minnesota Department of Natural Resources is seeking a Regional Resource Management Supervisor to work in the Southern Region of Minnesota. The work schedule is primarily weekdays but may occasionally require longer weekday shifts to complete field assignments and may involve evenings and weekends for special events.
This position exists to plan, develop, prioritize, direct, implement and evaluate the Minnesota Parks and Trails natural and cultural resource management program in State parks, recreation areas, waysides, trails, water accesses, and waterways in the Southern Region. This includes: 1) planning, budgeting, implementing, directing and evaluating the resource management program for each managed unit; 2) implementation of ecological restoration, maintenance and enhancement strategies in a wide array of management units and natural communities across one or more ecological provinces; 3) conducting environmental reviews of proposed development and operational work on Parks and Trails lands to assess potential affects, provide recommendations to leadership, and working with staff and contractors to incorporate recommendations, 4) overseeing, directing and coordinating professional, technical and labor staff in resource management efforts; 5) providing technical and professional direction and leadership for the Division of Parks and Trails on a regional or higher level to other divisions, state agencies, nongovernmental organizations, private contractors and the public in matters requiring resource management expertise.
Responsibilities include but are not limited to:
- Plan, prioritize, direct, and implement the resource management program for state parks, state recreation areas, state trails, public water access sites, state water trails and state waysides in the Southern Region so that program goals are met.
- Direct and integrate parks and trails resource management operations on a regional level so that staff, contractors, equipment, and supplies are efficiently deployed to effectively manage the region’s natural and cultural resources.
- Research plan, implement, and adaptively manage and evaluate resource projects so that natural and cultural resources are maintained, enhanced, or restored.
- Coordinate resource management efforts within the Parks & Trails division as well as inter-divisionally and with external partners to manage the division’s natural & cultural resources most effectively.
- Conduct/coordinate environmental reviews of proposed development and operational work of DNR and others on Parks and Trails lands to assess potential affects, provide recommendations to leadership and work with staff and contractors to incorporate these into project plans & activities.
- Oversee, direct and coordinate, district resource specialists, resource technicians, laborers, interns, student workers, volunteers, and park operational staff so that employees perform assigned job duties safely and effectively and in accordance with applicable labor agreements.
- Direct and administer the resource program budget within the Region consistent with program and division plans, department policies, rules, and state laws.
- Prepare resource management plans, based on unit, regional and statewide needs, and coordinate with other agencies on local, regional and statewide levels so that long range continuity of resource management is insured.
- Secure, develop and provide resource management training, education materials, and opportunities for Division and Department staff so that resource management goals are met.
- Implement a safety program so that a safety culture is present for all staff and project worker personal security, safe workplaces and safe work practices.
This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete a telework agreement. This position will require reporting to the primary work location on a regular basis for meetings, training, onboarding, etc.
Qualifications
Minimum Qualifications

- Bachelor's degree in one of the following life science or physical science fields: biology, botany, conservation biology, ecology, entomology, forestry, restoration ecology, wildlife, zoology, geology, soil science or equivalent.
- Two years of professional level experience in the protection, restoration and management of natural resources including: conducting environmental reviews, directing personnel, budgeting, strategic and long-range planning of projects, programs and policies for natural areas with region-wide impact.
- Experience planning and conducting a variety of resource management activities such as prescribed burning or invasive species control.
- Experience performing environmental reviews for proposed projects, preparing recommendations, and working with engineers, managers, contractors, or others to incorporate these into project plans and activities.
- Ability to work and communicate accurately, honestly, and respectfully with diverse communities.
- Proficient in using personal computers, particularly Geographic Information Systems (GIS)/ArcMap, mobile devices to collect data, word processing, spreadsheets, and other software to assemble and analyze data.
- Experience leading teams in a work environment to accomplish natural/cultural resource management goals.
Preferred Qualifications
- Advanced degree in one of the following life science or physical science fields: biology, botany, conservation biology, ecology, entomology, forestry, restoration ecology, wildlife, zoology, geology, soil science or equivalent.
- Supervisory experience in the protection, restoration and management of natural resources including: developing and implementing resource management plans for natural areas, conducting environmental reviews, directing personnel, budgeting and project coordination.
- Currently qualified as a Minnesota Burn Boss Type 2 or equivalent.
- Currently holds a Minnesota Non-commercial pesticide applicator's license.
- Familiar with Minnesota flora, fauna, native plant communities and ecosystem processes.
- Knowledge and experience in cultural resource management.
- Experience planning and conducting resource management in a state park/national park or similar setting with goals of both resource protection and public use.
- Knowledge and skills in consensus building and conflict resolution in a natural resource management setting.
- Familiar with DNR and State of MN financial processes and procedures.
Physical Requirements
Occasionally lifting articles such as 50 pound bags maximum and frequently lifting and/or carrying objects such as heavy tools and file boxes. This job may require walking or standing to a significant degree on rough terrain or may involve sitting most of the time with pushing and pulling of arm and/or leg controls.

Lastly describe your experience developing and administering budgets. Include your role and the size of the budgets you have administered.
