Regional Director, Clinical Operations – Central Illinois

Various Health Centers to include McClean, Macon, Peoria, Sangamon

The Regional Director, Clinical Operations (RD) provides analytic support and operational leadership to health centers providing reproductive and sexual health care. Including in-clinic and medication abortion services.

The RD leads special projects determined by strategic and annual work plan goals in partnership with the Medical Services Team. This role identifies and evaluates opportunities through analysis of visit volume & patient demand, strategic partnerships, and business development. The RD provides continuous coaching and professional development to direct and indirect reports in order to support equitable, high-quality provision of services.

Essential Functions:

1. Under direction of the Senior Director of Patient Services, provide oversight of day-to-day operations at multiple health centers across Central Illinois.

2. Participates with the planning, implementation, administration and evaluation of the affiliate health services to maximize patient access, financial sustainability, and customer service. Takes initiative to generate revenue, improve services, and reduce costs.

3. Hire, coach, supervise and evaluate health center management; develop them to facilitate the effective management, sustained productivity, and financial solvency of health center.

4. Assume responsibility for the achievement of operating and fiscal goals at centers.

5. Collaborate with the Medical Services Team, create monthly clinician schedules that strategically and effectively maximize available clinician resources to equitably provide clinical care at PPIL health centers.

6. Review process on health center productivity and financial metrics in conjunction with finance personnel, other regional directors, health center managers, lead clinicians and other staff to ensure that metrics are continuously measured, monitored, and improved.

7. Participates in strategic and operational planning in conjunction with management staff at assigned sites; assist management staff in developing and implementing these plans.

8. Serve as a resource to center management and maintain close working knowledge of community issues and center operations regarding visit volume, patient, clinical quality measures and financial trends; support center management in effectively managing opportunities to support PPIL strategic goals

9. Identify health center needs and support problem solving within clinic operations and systems. Specifically, fostering greater partnership between health center managers and clinicians.

10. Ensure on-going quality assurance systems and activities that comply with current medical practices, Planned Parenthood Federation of America standards, and CLIA lab practices. The RD is also responsible for ensuring implementation and compliance with medical standards and guidelines is done with a patient and staff centric perspective.

11. Through these activities demonstrate an understanding of and commitment to PPIL core values of access, activism, care, confidentiality, diversity, excellence, integrity, respect, self-determination, and stewardship; practice these values in relations with internal and external customers.

Other Responsibilities:

1. Achieve visit volume, employee/ patient experience and quality assurance goals through direct supervision, coaching and leadership of health center staff.

a. achieve agency goals in terms of numbers of patients served and net financial contribution from operations;

b. increase program efficacy through increased patient experience & retention with a lens for improving health equity in your area

c. meet internal, PPFA, and governmental standards for quality, quality assurance, and risk management;

d. increase program efficacy through increased staff retention and engagement

e. cultivate in staff an understanding and support of agency goals, and the desire to participate in the achievement of these goals.

2. Through direct supervision, enable Health Center management to independently:

a. identify and meet patient needs within fiscal parameters;

b. develop and manage annual operating plans and budgets;

c. create equitable opportunities for staff achievement and development

d. provide consistent, empowering, and motivating personnel supervision;

e. observe, describe, and resolve emerging problems;

f. observe, describe, and successfully develop opportunities to improve operations and fiscal performance;

g. observe, describe, and propose new programs/services as well as program improvements.

3. Monitor and maintain statistical data and performance reports as needed for PPIL, PPFA, and private and public funding sources.

4. Assure that center management effectively manages financial resources, including administration of health center budgets; assure that financial and service statistics and other reports are completed accurately and in a timely manner.

5. In conjunction with Medical Services leadership develop budget as part of the affiliate budget process, monitor financial statements on a regular basis and make necessary adjustments.

6. Work with PPIL training department, RQM and HR to ensure that staff is trained and in compliance with affiliate and regulatory requirements.

7. Represent PPIL at local, state and national meetings as needed

8. Other duties as assigned.

Supervisor: Senior Director of Patient Services

Status: Full time, exempt from the overtime provisions of the wage and salary regulations.

Qualifications: Familiarity with sexual and reproductive healthcare, including abortion services, strongly preferred.

Minimum 5 years managerial experience in health care. Experience with developing, implementing, and evaluating annual and long-term operating and fiscal plans. Demonstrated abilities in personnel and program development and management. History of successful budget development and management, experience in troubleshooting health center issues (staffing, systems, training, flow, scheduling, finances, etc.)

Excellent communication skills, both written and verbal. Strong leadership, management, and organizational skills. High energy level and ability to foster team work both in the health centers and as an integral part of the PPIL management team. Ability to balance strong mission/business focus. Creativity, initiative, and decision-making skills. Strategic, big-picture thinking necessary. Must be willing to maintain a flexible work schedule including evening and weekend hours and local travel.
