This position is responsible for day-to-day management of the quality improvement program, to include but not limited to identified qualitative and quantitative improvement case practice and system reviews based on programmatic need.

Duties and Responsibilities

  • Directs and manages reviews that may include Quality Service Reviews, Child Fatality Reviews, Federal Child and Family Services Reviews, and identified quality assurance reviews and activities for all agency programmatic areas.
  • Provides comprehensive analysis of qualitative and quantitative data from the reviews that will inform case practice and system changes.
  • Ensures tracking and follow-up of recommendations resulting from reviews. Coordinates with all PAQIA units and the federal data liaisons in OPPPS to ensure integration of information and planning reports and continuous quality improvement and quality assurance work plans.
  • Monitors reviews to determine the effectiveness of service delivery and support networks and that the CFSA complies with local and federal requirements, regulations, "Best Practice" standards and agency policy and procedure protocols. Analyzes statistics and other relevant information to make recommendations for planning, problem-solving, staff assignments, and budget preparations. Collects data to be proactive, to ascertain trends and to request the development of resource needs before there is crisis or shortage.
  • Develops an annual public Quality Assurance Report of quality improvement activities within the agency which includes results and next steps for improving quality service delivery to families and children served by CFSA and private contract agencies.
  • Keeps abreast of current national/local regulations, laws and standards in child welfare through research, literature, policy analysis, and contacts with appropriate agencies and organizations.
  • Provides direction and use coaching and mentoring strategies to staff on a regular basis, reviews and approves all work assignments, and evaluates and provides ongoing feedback of staff's performance.

Qualifications and Education

  • Excellent oral skills and experience with conducting presentations and communicating complex statistical data in a manner that is useful to social workers, managers, and other intended groups.
  • Excellent skill and ability in the writing of extensive; comprehensive reports identifying and recommending solutions to systemic problems.
  • Experience leading and coordinating successful internal strategic planning efforts and implementing quality improvement processes and programs.
  • Demonstrated knowledge of public policy issues related to child welfare, of pertinent research and analytical methodology is required, in addition to skill to exercise judgment in all phases of data analysis and presentation.
  • Professional knowledge of social work principles, standards, ethics, policy and methods as represented by a master’s degree in social work or other field of social science. Thorough knowledge of the mission, goals, and objectives of CFSA. Thorough knowledge of agency operating programs sufficient to analyze and evaluate agency effectiveness as related to the administration of program requirements.
  • Knowledge of current management concepts and practices to effectively supervise specialists in coordination with CFSA goals and objectives. Analytical skill and ability to evaluate and analyze program operation practices and their impact on outcomes for children and families.
  • Demonstrated success in establishing and maintaining cooperative partnerships with external and internal partners.
  • Skill and ability to identify potential problem areas and systemic barriers impacting CFSA's case practice and evaluation of case management services.
  • Comprehensive knowledge of Public Law 96-272, the Adoption Assistance and Child Welfare Act of 1980, D.C. Law 2-22, the Child Abuse and Neglect Act of 1977, Adoption and Safe Families Act, as well as other relevant mandates and regulations related to agency operations. General knowledge of entities within and outside CFSA which impact on or relate specifically to the agency's abilities to remain in compliance with its mission and mandates.
  • Ability to train staff in various quality and performance improvement methodologies.
  • Proficiency in data analytic tools (Tableau, RStudio, Python, Microsoft Excel, SPSS, etc.) and Microsoft Office Suite or comparable software.

Licenses and Certifications

Licensed Individual Clinical Social Worker (LICSW) or its state equivalent is highly preferred.

Work Condition/ Work Environment

The work is performed in an office setting.

Other Significant Factors

Tour of Duty: Monday - Friday, 8:15 a.m. – 4:45 p.m. Qualified candidates must be flexible when it comes to tour of duty.

Duration of Appointment: Management Supervisory Service – Regular

Pay, Plan, Series & Grade: MSS-301-14

MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation: This position is deemed as “security” sensitive peer DPM Chapter 4, Suitability. The candidate/incumbent is subject to a criminal background check, traffic records check, and consumer credit check (as applicable), reasonable suspicion drug and alcohol test, and post-accident or incident drug and alcohol test.

Residency Preference: Applicants claiming "Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of (7) years. Failure to do so may result in forfeiture of employment.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
