The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

GENERAL: The purpose of the Musician (hereafter referred to as the “Contractor”) is to provide music for the traditional Protestant Worship Service, both by playing electronic piano for special music, calls to worship and accompanying the congregation in the singing of hymns.

This will provide the Protestant program with an essential element needed for public worship consistent with AR 165-1.

SCOPE OF WORK:

The Contractor shall play electronic piano, and if required by the Chaplain, provide choir direction at the 1030 Sunday Service at Main post Chapel Fort Meade, MD 20755 The contractor shall provide musical accompaniment and choir direction for a choir at a weekly rehearsal at the Main Post chapel on a night and at a time convenient for the members of the choir and fitting within the schedule of the Fort Meade Chapel Center.

PERIOD OF PERFORMANCE:

Five Years Renewable Yearly

BACKGROUND INFORMATION: Work is to be performed in support of the Fort Meade Command Master Religious Program (CMRP). Performance is to be in accordance with the work schedule.

PERSONNEL EXPERIENCE AND QUALIFICATIONS

Must be available to perform services on weekends, weekday evenings and holidays as required. Substitutes must have equal qualifications and approval of the Fort Meade Protestant Chaplain when appropriate. Must have a minimum of five years-experience, preferably in a Christian worship service setting, performing with electronic piano accompaniment wit choral and/or other musical instruments. Must be able to transpose music as well as play most hymns found in the accepted service hymnal at first sight while maintaining a sing able, appropriate tempo, rhythm, and registration at the instrument. Must be able to play acceptable prelude and postlude music, accompany soloist, ensembles and choirs. Must be able to transpose hymns with few accidentals. This is a skill level 2 contract.

CONFIDENTIALITY. Strict confidentiality shall be maintained regarding personal information of all persons participating in the Parish music program. Personal notes, applications, and check list shall be maintained in a restricted file and locked during those times when staff persons authorized access are not present.

QUALITY CONTROL. Musical selections will conform to the norms of Sacred Music and as far as possible conform to the theme of the day for the worship service. Selections will be made from the broadest range of musical styles inside this norm. Selections will be coordinated with the Fort Meade Protestant Chaplain.

PHYSICAL SECURITY. Contractor shall establish and implement methods consistent with

Chapel SOPs to ensure the physical security of all U.S. Government property and facilities.

Access to facilities and equipment shall be limited to those whom the Fort Meade Commander has authorized. In addition, the Contractor shall ensure that all doors are locked, all lights are turned off, all windows are secured, and that the chapel will be left in the same general condition prior to the Contractor entering the facility.

SAFETY. Contractor shall be aware of local safety requirements and ensure that all reasonable efforts are made to protect all persons from harm and the U.S. Government property from damage.

TRANSPORTATION. All transportation costs shall be the responsibility of the contractor.

TRAINING. Attendance at Chapel Seminars and Conference are permitted. All costs for food, lodging, and travel shall be the responsibility of the contractor. AT Level I Training. This provision/contract text is for contractor employees with an area of performance within an Army controlled installation, facility, or area. All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, or controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR (or to the contracting officer, if a COR is not assigned) within 30 calendar days after completion of training by all employees and subcontractor personnel. -Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within an Army-controlled installation, facility, or area. The contractor and all associated subcontractors' employees shall comply with applicable installation, facility, and area commander installation and facility access and local security policies and procedures (provided by the Government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of

Emergency Services, or Security Office. The contractor workforce must comply with all personal identity verification requirements as directed by DoD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

-iWATCH Training. This standard language is for contractor employees with an area of performance within an Army-controlled installation, facility, or area. The contractor and all associated subcontractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees' commencing performance, with the results reported to the COR no later than 30calendar days after contract award.

GOVERNMENT FURNISHED PROPERTY (GFP)

The Government will provide the Contractor for use in connection with this contract the following property:

a. Located in Main Post Chapel: Assorted pianos, and one large electronic organ, and on electronic keyboard.

b. Located in Argonne Hills Chapel Center: One large electronic organ, one clavinova and grand piano and two upright pianos.

c. Located in Calvary Chapel: One large electronic organ and one grand piano

d. Filing cabinets, five-drawer, letter size, for use in storing music, and material, and other supplies.

Above materials and government property shall be located in such area of the chapel as designated by the Chaplain responsible for the conduct of the Protestant Program. All government property provided to the Contractor shall be hand receipted to the Contractor, who shall be responsible for its care and condition. The Contractor shall familiarize him or herself with proper care and use of government property. The Contractor is authorized to operate any necessary equipment, to include training aides, within the services to be delivered in order to fulfill the contract, but not above the contracted price.

SPECIFIC TASKS

The following are the specific tasks of this contract outlined line by line:

Weekend Services

Perform the music for the 1030 Sunday Service to include a prelude, postlude, accompaniment for all hymns and when needed by the choir. Play background music during periods of the service when requested such as offertories and during Communion. Selections to be coordinated with the Protestant Chaplain Conducting the service. Assist the praise team in learning and performing new or special music for the worship service. This includes planning, selecting, rehearsing, and performing all music for the worship service. Play as above for special services such as funeral and memorial.

Rehearsals

Play either the organ or the piano in support of the choir as it learns the music necessary to lead the congregation in the worship services and provide special anthems and other musical numbers

Special Services/Holy Days or Memorials Play for special services/Holy Days. Accompany all hymns and when needed by the choir. Play background music during periods of the service when requested such as offertories and during Communion. Selections will be coordinated with the Protestant Chaplain. Help the choir in learning and performing special music for the worship service. This includes planning, selecting, rehearsing, and performing all music for the worship service.

The contractor shall be responsible for keys issued to him/her and shall pay for the replacement of keys and/or installation of locks in case of loss.

The contractor shall be responsible for enforcing the “NO SMOKING IN THE BUILDING” policy, and advising choir members on daily clean up policy.
