Cape Fox Shared Services is seeking an experienced Proposal Manager to join our talented team. The Proposal Manager will support the Cape Fox Corporation (CFC) Business Development Center of Excellence (BDCX) to develop, plan, organize, and write proposals as well as respond to Government Requests for Information (RFI).
The proposal manager is responsible for planning, coordinating, and leading the development and tailoring of proposal content based on the outputs of the capture strategy development process. The proposal manager must be a self starter and motivated to assist CFC subsidiary companies with winning new business.
Essential Functions and Responsibilities
- RFP analysis, identifies all requirements and criteria for evaluation, and prepares and distributes the detailed proposal schedule, outline and guidelines.
- Develop the outline – plans, strategizes, and positions the proposal, including developing win themes, best value propositions, discriminators, and graphics.
- Develop storyboards to guide in the creation of fully compliant and responsive proposal.
- Manage proposal working with line organization management to identify and assign key proposal leaders (technical, management, security, resumes, past performance, etc.) and resources.
- Maintain focus on the win strategy throughout the proposal process and infuses that strategy and its resultant tactics effectively throughout the entire proposal.
- Prepare and complete satisfactory RFP compliance audits and generation of compliance matrices.
- Develop and manage proposal production schedule, including establishment and maintenance of proposal action item tracking lists.
- Respond rapidly to RFP amendments and implements required changes to proposal.
- Prepare status reports and briefings for management; prepare, presents, conducts, and participate in reviews at all stages in the proposal.
- Coordinate proposal production, including graphics development and printing to support interim reviews and final deliverables, and scheduling and coordination of formal in-process proposal reviews.
- Quality assurance and overall consistency of the language, formats, and styles in both text and graphics of the proposal.
- Ensure efficient development and on-time delivery of a compliant and responsive proposal.
- Adhere to established processes, procedures, tools, templates, and training materials for proposal processes.
- Ensure efficient allocation of common resources and skills during multiple proposals.
- Manage both the dependencies and the interfaces between proposal teams.
- Maintain appropriate records and documentation; tracks, monitors, and reports data to support proposal development.
- Define, document, implement, and support continual proposal process improvement.
- Supervise a BD Coordinator.
- Submit weekly status reports.
Job Requirements:
Education and/or Experience
Bachelor’s Degree preferred. Minimum five years of experience working on federal government proposal development.
Qualifications and Requirements:
Strong written and oral communication skills, organizational skills, and attention to detail. Proposal management experience Compliance Matrix and Storyboarding experience Government Contracting experience Expert communication skills for the purpose of interacting effectively and accomplishing objectives at all organizational levels. Self-motivated with minimal oversight. · Computer skills including Microsoft Word, Excel, PowerPoint, and Outlook.
- Some travel may be required.
- Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986.
