Program Specialist II
Under the direction of Credentialing Unit manager, conducts on-site and off-site reviews of Nurse Aide Training and Competency Evaluation Programs (NATCEPs) to ensure programs are in compliance with state and federal regulations. The review process includes scheduling reviews; entering; gathering information through interview, document/record review; tours/clinical site inspection; exiting the review; and documentation of survey results along with citing deficiencies and approving plans of correction. Work involves documentation in the electronic system. Work involves planning, developing, and implementing an agency program and/or providing consultative services and technical assistance to HHSC staff, providers, governmental agencies, community organizations, or the general public as it relates to the NATCEP.


Essential Job Functions:
Visits, conducts, and prepares comprehensive reviews of NATCEPs on-site (in-person) and off-site (virtually) in long-term care facilities, colleges, or proprietary schools weekly. Performs quality assurance reviews of class records, documents, reports, training supplies and equipment pertaining to training program to ensure the program is in compliance with State and Federal regulations. (30%) Documents, prepares, and completes outcome of reviews on survey forms in writing and online. (20%) Prepares deficiencies sited in review and reviews Plan of Corrections submitted by NATCEP for compliance with minimum requirements and applicable federal and state laws, regulations, and interpretations. (10%) Monitors and reviews NATCEPs to ensure compliance with program policies and procedures, statutes, and rules for assigned program. (10%) Provides guidance and communicates clearly and accurately with programs and Stakeholders to provide, exchange, or verify information, answer inquires, resolve issues regarding NATCEP requirements. (10%) Coordinates scheduling of reviews with NATCEP to ensure reviews are conducted timely according to federal & state requirements (10%) Recommends and coordinates activities to produce a more effective program. Provides input on developing and/or revising policy and procedure manuals. (5%) Performs additional duties as assigned. (5%)

Initial Selection Criteria:
Knowledge of Long-Term Care Nursing Facility and/or Nurse Aide rules preferred.
Experience in communicating clearly and accurately to provide, exchange, or verify information regarding policy or rule requirements.
High School diploma or GED equivalent is preferred.


Additional Information:
Must be able to work 8:00am to 5:00pm.

The offered salary will follow HHS starting salary guidelines which are typically made at or near the posted minimum of the salary range and will be determined in accordance with budgetary limits, follow HHS salary administration policy and guidelines and based on the candidate’s qualifications.
