The Idaho Department of Health and Welfare's Division of Medicaid, Bureau of Long Term Care has an exciting opportunity for a forward-thinking, self-directed, innovative team member to join us as a Program Specialist in Caldwell or Boise.
This position will collect and analyze data across the business to make informed decisions and assist leadership in making improvements. This exciting position will also be responsible for data development, importing, training and troubleshooting data driven issues and we as manage quality control and data input processes to ensure timely data collection and assist with the analysis and visualization of data. Additionally, this role will assist with research and informational requests as well as supporting policy work and audits as they relate to compliance to evaluate compliance with laws, regulations, policies and standards. This position will directly support and work closely with the bureau’s Bureau Chief and Quality Assurance Manager, program policy staff, field staff and Idaho Medicaid providers.

This individual will join a team that partners with various stakeholders including; Medicaid providers and associations, as well as other Medicaid bureaus and Health and Welfare divisions, to ensure program compliance set forth in the Idaho Medicaid Provider Agreement, Idaho Administrative Code (IDAPA), and federal regulations and to enhance the quality of services under the Bureau of Long Term Care umbrella.

Our generous benefits package increases the total compensation of a full-time (benefits eligible) Program Specialist DHW making $27.00/hour to an estimated $38.82/hour.

Example of Duties

  • Collect, analyze and aggregate data from all assessment and monitoring activities, assess for compliance with applicable state and federal regulations
  • Track data across multiple tools and trouble-shoot issues as they arise
  • Prepare comprehensive written reports including supporting conclusions, possible deficiencies, recommendations for improvement, and recommendations for compliance enforcement
  • Present findings and results to management and advise on compliance with established requirements and standards
  • Support administration in evaluating program policies, procedures or system modifications and recommending changes based on data analysis
  • Investigate and document incoming complaints and critical incidents, including abuse, neglect and exploitation complaints
  • Conduct HCBS provider training(s) and provide expertise and technical assistance to providers, staff, and other stakeholders, including responding to public record requests and other inquiries, to ensure professional, accurate, consistent program administration and communication
  • Possess a high attention to detail, exceptional documentation and writing abilities, and organizational skills. Proficiency with a minimum intermediate level experience in Microsoft Excel, Word and PowerPoint is expected.
  • Schedule and conduct audits for provider compliance in accordance with IDAPA and Idaho Medicaid provider Agreement(s)

  • Experience developing, recommending, and evaluating operating procedures and recommending changes.
  • Developing technical written materials such as policies, technical manuals or rules/regulations.
  • Providing technical program assistance to staff.

Below are additional qualifications. They are not required, however, having the minimum qualifications and the education and/or experience below will increase your score.


  • Experience writing audit plans, preparing audit reports and monitoring implementation of
    corrective action plans. Gained by at least one year of related experience.
  • Experience in both individual and group communication techniques that involve various stakeholders, facilitation to include providing presentations, public speaking and fielding open question and answer sessions. Gained by at least one year of related experience.
  • Experience using programs such as SharePoint, Microsoft Word, PowerPoint, electronic document management systems, and Excel. Gained by at least six months of professional experience using these programs.
