Job Description Summary
Enterprise Advisors is a mission-based consultancy department within Enterprise focused on delivering capacity building and technical assistance in partnership with Federal agencies, units of local government, public housing authorities, nonprofit organizations, philanthropy, and others. We work with partners to improve the capacity, outcomes and impacts of community development and housing programs and organizations nationwide so that all people have a place to live, grow and thrive. We seek to advance racial equity and dismantle the enduring legacy of systemic racism in housing both through and within the work we do.

We are seeking a creative and dynamic Program Associate for our HUD Grantee and Local Partners (HGLP) team which primarily works on assignments through a cooperative agreement with the Housing and Urban Development (HUD) for the development of tools, products and technical assistance through empathy and with an approach on equity and inclusion to local communities (grantees/jurisdictions). Achieving this work requires our team to acknowledge and respect the challenges communities face and to work collaboratively to identify paths to keep communities in compliance with HUD programmatic requirements and achieve desired outcomes and impacts.

The HGLP team maintains an evolving portfolio of dynamic engagements ranging from developing toolkits and implementation guides for grantees to providing technical assistance to keep grantees within programmatic compliance. This results in team members gaining first-hand experience on how HUD grants can be an aid for some of the challenges communities across the country face. Examples of the team’s current projects include: working with selected Native American tribal communities in providing technical assistance to use the resources to meet their needs following regulatory parameters with the American Rescue Plan Act (ARPA); developing an Economic Resilience Recovery Toolkit and Implementation Guide using equity as an approach for grantees; and, providing technical assistance to grantees using Community Development Block Grant CARES Act (CBDG-CV). This dynamic portfolio both offers opportunities to pursue projects that align with our team members' existing areas of expertise and challenges us to develop new skills, knowledge areas and relationships.

The Program Associate will be an integral member of the HGLP team and involved in all aspects of the work from managing our project pipeline to implementing projects. They will also have the opportunity to work on projects led by other Enterprise Advisors teams and other parts of Enterprise that align with their interests and expertise. The Program Associate will report to the Director for HUD Grantee and Local Partner.

This position may be based in any of the following locations: Washington, DC; New York, NY; Boston, MA; Atlanta, GA; Cleveland, OH; New Orleans, LA; Chicago, IL; Detroit, MI. Candidates based in Washington, DC are preferred. This is a hybrid position.
Job Description
Responsibilities:
  • Develop high-quality and impactful written and visual content, methods, and products
  • Conduct qualitative and quantitative research about communities, neighborhoods, housing markets and populations impacted by housing conditions
  • Build and maintain relationships with clients, subcontractors, partner organizations and other teams within Enterprise
  • Design and facilitate workshops, focus groups, meetings, interviews, and other engagement processes
  • Review products created by other staff and subcontractors to provide insight, support staff development, and ensure a high product quality
  • Support the intake and coordination of cross-department technical assistance engagements
  • Perform other duties as assigned
Qualifications:
  • An undergraduate degree or two (2) years of experience in real estate, housing and community development, planning, policy, or a related field. A graduate degree is preferred
  • A commitment to centering mission and values in all aspects of work and to building a positive and supportive team culture
  • Ability to think creatively about systems change and new ways of approaching large or complex challenges
  • Strong relationship building and management skills
  • Ability to communicate effectively with clients, community stakeholders and team members, including experience aligning messaging with audience perspectives and experiences
  • Experience communicating through visual/interactive media and design processes is helpful but not required
  • Ability to analyze both quantitative and qualitative information and integrate that information effectively into products intended to achieve an outcome such as informing a decision-making process or advocating for a policy
  • Experience designing and facilitating group discussions, workshops, meetings, focus groups or other forms of group dialogue, engagement, and learning
  • Ability to travel to out-of-town work sites as required
