This position will be open to internal and external applicants and will close on Tuesday May 23rd, 2023.


The Fleet and Procurement Analyst I pay range is $46,120 - $57,650, the Fleet and Procurement Analyst II pay range is $54,200 to $67,750 and the Fleet and Procurement Analyst Sr. pay range is $62,200 to $77,750. Placement is based on skills, experience and education of the successful candidate.


POSITION CONCEPT
The Fleet and Procurement Analyst is responsible for supporting fleet and procurement functions by gathering, analyzing, and preparing recommendations for fleet upfits, fleet standards, vehicle and equipment preventive maintenance schedules, Department of Transportation (DOT) and Hazardous Materials (HazMat) tracking, fleet safety, strategies, practices and procedures. Administers and reviews vendor and supplier contracts. Assists with data collection for fleet, inventory, and warehouse information for departmental internal audit functions to ensure Sarbanes-Oxley (SOX) compliance. Demonstrates proficient technical knowledge in addition to strong analytical, organizational and communication skills.

LEVEL I – ANALYST FLEET & PROCUREMENT
PRIMARY DUTIES AND RESPONSIBILITIES (D&R)

  • Creates purchase requisitions and purchase orders on less complicated commodity categories.
  • Works directly with operational areas by evaluating, identifying and assisting in the design specifications and/or modifications of standard or customize vehicles, trailers, and off-road equipment within fleet requirements to support the business units, in addition to conducting statewide fleet verifications.
  • Liaison between Fleet, Procurement, and Inventory Manager, internal customers, and vendors by tracking and communicating preventive maintenance statuses
  • Supports Fleet opportunity assessment of major material categories and cost of company ownership opportunities; analyzes key trends in global supply, profile market, and industry analysis.
  • Supports the data collection for Fleet and Procurement strategies regarding materials and contract pricing.
  • Supports the bid process and supports cost reduction activities to achieve annual improvement targets.
  • Assist and support in developing the capital budget for Fleet, annual department budget and variance reporting.
  • Supports the development and implementation of all supplier selection criteria and plans; assists with the selection of suppliers; may help with vendor and contractor on-boarding and training; and provides input on supplier performance.
  • Develops key long-term supplier relationships to achieve continuous improvement and manages contract performance to ensure cost, service, quality, and flexibility goals are met.
  • Provides input for Fleet and/or Procurement communication plans, focus interviews, business case development, scope of work and/or specifications, total cost of ownership model, and spend and supply analysis.
  • Maintain fleet-related compliance within the Company policies, procedures and safety rules, and federal, local and state regulatory standards (Department of Transportation (DOT), Occupational Safety and Health Administration (OSHA) & etc.)
  • Provides input for Department of Transportation (DOT), Compressed Natural Gas (CNG), and Hazardous Material (HazMat) compliance.
  • Conducts data collections for audits; tracks all Sarbanes-Oxley (SOX) compliance paperwork.

Strong communication skills. Works independently with little supervision.
Preferred: Microsoft Excel skills. Working knowledge of SAP, Banner, Asset Suite, and other Microsoft Office.


LEVEL II – ANALYST FLEET & PROCUREMENT SENIOR
Performs fleet and procurement functions by gathering, analyzing, and preparing recommendations for fleet upfits, fleet standards, vehicle and equipment preventive maintenance schedules, Department of Transportation (DOT) and Hazardous Material (HazMat) tracking, fleet safety; on strategies, practices and procedures. Administers, reviews, and negotiates vendor and supplier contracts. Oversees contractor relations, including training and issue resolution. Facilitates departmental internal audit functions to ensure Sarbanes-Oxley (SOX) compliance. Performs level I duties in addition to the duties below.

  • Creates and maintains Department of Transportation (DOT) and/or Hazardous Materials (HazMat) and safety metrics.
  • Conducts SWOT (strengths, weaknesses, opportunities and threats) analysis of major categories and cost of ownership opportunities.
  • Develops the structure and implements fleet and procurement strategies.
  • Performs key role in developing the scope of work and negotiating terms and conditions throughout the bid process. Implements cost reduction activities to achieve annual improvement targets.
  • Coordinates the development and implementation of all supplier selection criteria and plans, supports the selection of suppliers, conducts vendor and contractor on-boarding and training, and monitors and provides feedback on supplier performance.
  • Supports the development of communication plans, focus interviews, process mapping, business case development, scope of work and/or specifications, total cost of ownership model, and spend and supply analysis.
  • Coordinates internal and external audits; develops tracking tools and metrics related to all Sarbanes-Oxley (SOX) compliance paperwork.

LEVEL III – ANALYST FLEET & PROCUREMENT LEAD
Subject Matter Expert (SME) by leading Fleet and Procurement functions by gathering, analyzing, and preparing recommendations on key and long-term strategies, practices and procedures. Leads vendor and contractor negotiations. Provides oversight to contractor relations and issue resolution. Performs senior level duties in addition to the duties below.


PRIMARY DUTIES AND RESPONSIBILITIES (D&R)

  • Leads the Fleet Standards Committee and implements fleet up fit and standardization.
  • Leads the analysis and development of the fleet capital budget with respect to replacement criteria, maintenance history, and operational requirements; is instrumental in making recommendations for trade-offs and exposure expenditures to meet annual targets.
  • Communicates Department of Transportation (DOT) and/or Hazardous Materials (HazMat) and safety metrics; makes recommendations for violations of these metrics for corrective actions to all levels of management. Establishes and executes a formal statewide training program, including training expectations, documentation and reporting in compliance with outside entities such as Federal Motor Carrier Safety Administration (FMCSA), Commercial Drivers Licenses (CDL), HazMat and Environmental Protection Agency (EPA); monitors training results.
  • Leads the bid process for fleet and material supplier and vendor negotiations and contract implementation.
  • Leads fleet and material cost reduction activities; makes recommendations to right-size inventory minimum and/or maximum footprint.
  • Identifies and monitors appropriate statewide fleet requirements; provides key information to management for maximum fleet utilization.
  • Manages and reviews supplier performance and improvement targets to ensure goals are met; analyzes data and provides updates to management for supplier and commodity changes as required.
  • Coordinates with Engineering Standards to update master material catalog to ensure new standard material is successfully adopted throughout the Company.
  • Performs a key role in the development of strategic plans for the department regarding vehicle, equipment and material standards, vendor, and outsourcing initiatives. Acts as project manager for initiative plans’ implementation.
  • Provides problem-solving and issues resolution regarding fleet, purchasing, accounts payable, inventory, work management, and operations budget issues.
  • Implements supplier-sourcing strategies to ensure high quality, on time delivery and cost competitiveness.
  • Functions as lead and subject matter expert on fleet and procurement projects.

WORKING CONDITIONS
Normal office environment with periodically required statewide traveling within New Mexico. May be exposed to hot-humid conditions while performing audit and training functions in the warehouse and field environment. Personal protective equipment (safety glasses, puncture resistance boots, and/or hard hat) must be worn while performing the field functions.
