We’re hiring a leader to be a Tax Policy Manager in the Office of Tax Policy. The Tax Policy Manager is a unit supervisor managing a team of Tax Policy Advisors and Senior Tax Policy Advisors. The team researches and analyzes legislation, statutes, administrative rules, and other sources of law in order to recommend and implement the department's tax policies. The Tax Policy Manager supports these efforts by developing procedures, guidelines, and training for policy advisors, and reviewing work involving complex matters. Along with Senior Tax Policy Advisors, the Tax Policy Manager provides consistent and regular coaching and feedback to Tax Policy Advisors to ensure their work is timely and sound. As a unit supervisor, the Tax Policy Manager takes actions on and makes decisions affecting the pay, status, and tenure of Tax Policy Advisors and Senior Tax Policy Advisors.
Primary Duties:

Trains and develops subordinate policy advisors and others in the office.

Monitors staff progress, provides regular feedback, and evaluates their performance at the conclusion of the year.

Develops and evaluates the leadership and coaching skills of Senior Tax Policy Advisors.

Fills team vacancies by interviewing candidates, and recommending hire, promotion, or transfer.

Tracks the office's backlog of work and analyzes requests for service.

Reviews completed work to ensure accuracy, completeness, and adherence to office, division, and department standards.

Coaches the team to develop strong research, writing, communication, negotiation, and other critical professional skills.

Creates and improves standard operating procedures and templates.
Policy Analysis and Communication -
-
Independently reviews tax legislation, statutes, rules, court cases, and other sources (including Colorado, federal, and other state sources) often in the context of developing rules or guidance or responding to policy inquiries from internal and external stakeholders.

Synthesizes research and exercises discretion to formulate solutions compliant with Colorado laws and the policy objectives those laws express.

Distills complex tax concepts in a manner that is understandable, yet correct and precise.

Communicates researched conclusions to a variety of internal and external stakeholders orally and in writing.

Drafts tax rules, guidance publications, letter rulings, form instructions, web pages, memoranda, emails, proposed tax bill language, and other briefings in response to inquiries.

If applicable, creates reports, records, or other documentation evidencing the decisions and activities of the office.

Presents and discusses proposed rules at stakeholder work groups and formal rulemaking hearings.
Record Keeping, Work Tracking, and Performance Measurement -

Assists in the design of standard operating procedures concerning file management and record keeping.

Maintains and organizes files and records adhering to standard operating procedures, statutes, rules, and policies.

Takes appropriate action to preserve material subject to a litigation hold and promptly removes holds once released.

Tracks, updates, and communicates activities in accordance with the office’s project management and performance measurement practices.
MINIMUM QUALIFICATIONS:
OPTION 1:
- Eight years of professional experience in researching and analyzing legislation, statutes, administrative rules, and other sources of law.
OPTION 2:
- Bachelor's degree from an accredited institution in Accounting, Business Administration, Business Management, English, Economics, History, Philosophy, Public Policy, Policy Analysis, Political Science, Law, or a closely related field as determined by the Department.
- Four years of professional experience in researching and analyzing legislation, statutes, administrative rules, and other sources of law.
OPTION 3:
- Additional appropriate education will substitute for the required experience on a year-for-year basis.

Direct supervisory experience.

Prior experience training and developing employees.

Strong demonstrated written communication.
-
Experience distilling complex concepts in a manner that is understandable, yet correct and precise.

Strong analytical skills.

Knowledge of and experience with tax laws (federal, state, or local).

Proficient with Microsoft Office and Google Suite.

Experience in a fast-paced, independent, and production driven environment.

Experience analyzing and synthesizing completed research in writing.

Conditions of Employment with the Colorado Department of Revenue :
1. As a condition of employment with the Colorado Department of Revenue, a requirement exists that all personnel timely file all necessary Colorado Individual Income Tax (CIIT) returns and timely pay tax obligations. As such, all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy.
