We're looking for a Social and Health Program Consultant 3 (SHPC3) to serve as the
Permanency Outcomes Facilitato r for Region 5, Tacoma Office to help support and protect children, youth, and families. Together we will work toward the common goal of eliminating child and youth outcome disparities based on race and ethnicity.

The Opportunity:
As a Permanency Outcomes & Shared Planning Meeting Facilitator, you will serve as a subject matter expert in the permanency process. The primary purpose of this position is to strengthen family engagement and increase timely permanency outcomes (reunification, guardianship/non-parental custody, adoption) for all children in out-of-home care in the Tacoma office. The measure of the effectiveness of this position is case movement and decreases in the number of children in out-of-home care. The Permanency Outcomes and Shared Planning Meeting Facilitator reports directly to the Area Administrator and is a member of the Tacoma office leadership team. In this role you will use effective methods to monitor and track all children who are approaching or have missed permanency timelines, ensure permanent plans are identified early and are reflected in the court report and documented in FAMLINK. The ideal incumbent must have a record of accomplishments in permanency outcomes and strong facilitation skills. Specific goals and work plans are developed in consultation with, and under the direction of, the Area Administrator to ensure the permanent plan is achieved in a safe and timely manner.

Some of what you will get to do:
  • Proactively drive permanency processes within the Tacoma office while actively engaging staff and supervisors working assertively with all parties to ensure permanency goals for children are achieved in a timely manner.
  • Ensure cases in the Tacoma office are in substantial compliance, move quickly without delays, and ensure overdue cases are assessed for barriers while developing plans to remove barriers.
  • Ensure legally free cases and other cases are in full compliance with regional case transfer expectations.
  • Ensure cases are in substantial compliance with the Indian child welfare act (ICWA) with early notification, tribal engagement, and active efforts occurring in all cases. Use results of the ICW case review to drive practice improvements. Ensure LICWAC staffing requirements are followed.
  • Track all children in the Tacoma office beginning at six months after their original placement date.
  • Develop a process of meeting regularly with each unit to share permanency data, discuss barriers and provide assistance as needed to move cases along.
  • File TPR referrals with the Attorney General’s Office; and work with social service specialist and their supervisors to ensure all ICWA-related, ICW and Soldiers and Sailors Act expectations are met prior to cases being referred to the AAG for TPR filing.
  • Advise the Area Administrator on issues, challenges, and celebrations of successes and make recommendations on permanency issues and trends for the Tacoma office.
  • Increase early engagement and conduct Shared Planning Meetings/Permanency Planning Staffings.
  • Actively engage social service specialists and supervisors in identifying, scheduling and staffing cases; and ensure assigned workers and supervisors are aware of their roles in monitoring and supporting timely permanence.
  • Attend required meetings and training.

What we are looking for (Required Qualifications):
One (1) year of experience as a Social and Health Program Consultant 2, Social Service Specialist 3 (formerly Social Worker 3), or Financial Services Specialist 4 or above.
OR
Two (2) years of experience as a WorkFirst Program Specialist, or equivalent work experience with automated eligibility systems.
OR
A Master's degree or higher in Social Work, a health or social science, public administration, or a related field, and three (3) years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
OR
A Bachelor's degree in social work, a health or social science, public administration, or a related field; and four (4) years of professional experience in planning, administering, developing, or delivering social, financial, or health services programs.

NOTE: Additional qualifying experience will substitute, year for year, for the required education, except for the Social Work degree. Additional qualifying education will substitute, year for year, for the required experience.

NOTE: A degree in Social Work must be from an educational program accredited by the Council on Social Work Education.

NOTE: The incumbent must successfully complete formal training courses as required by law, policy, and regional requirements within one year of their appointment.

NOTE: The incumbent must hold and maintain a valid driver's license when operating a state or privately-owned vehicle on official state business, and must also comply with Washington State's liability laws when operating a privately-owned vehicle on official state business.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:
  • Experience in child welfare permanency planning.
  • Experience building connections and partnerships within serviced communities while participating in existing community resource teams.
  • Ability to develop and maintain working relationships with families and extended family members.
  • Ability to represent the department and DCYF in a professional manner.
  • Skills in leadership, communication, and clinical assessment.
  • Skills in training and mentorship, and an ability to coach and train program staff.
  • Knowledge of the Indian Child Welfare Act, and dependency court systems and processes.
  • Knowledge of DCYF programs and policies.
  • Knowledge of evaluation and monitoring techniques and strategies.
  • Previously demonstrated experience in using Microsoft Office, FAMLINK and other data systems to gather information and develop reports.
