Perform a variety of unskilled and semi-skilled tasks in the maintenance and operation of the Borough’s buildings, grounds, fields, open spaces, and parks. Lead other parks and fields maintenance personnel in maintenance activities, as assigned. Summer duties will include planting and maintaining the Borough’s public areas, planters, and baskets. Weekend and shift work may be required.
- Assist in developing, constructing, and maintaining parks, fields, playgrounds, and Borough facilities.
- Assist in the development of work schedules, maintenance planning and facility operations. Identifies periods of shift work and delegates to temporary and Parks Tech I position as appropriate. Coordinates and approves PTO requests and reconciles timecards.
- Assign duties to Parks Tech I and temporary or volunteer personnel in maintenance activities, as assigned.
- Assist Director and Deputy Director in chemical use and safety. Assist in the chemical safety/Right-to-Know program.
- Oversee the physical upkeep of parks, fields, playgrounds, and facilities in a safe and fiscally responsible manner.
- Mow and maintain park and open space areas such as baseball and soccer fields; mow grass; remove weeds; and clean and maintain tennis courts and nets. Perform annual and routine daily preparatory maintenance for all games and events at the Borough sports fields. Inspect, wash, and perform routine maintenance of park drinking fountains and restrooms. Wash, paint, and repair or replace park tables and slabs.
- Care for and maintain trees in parks, including planting, pruning, and removing as necessary. Assist in the development and maintenance of a tree inventory.
- Participate in Arbor Day activities as requested.
- Perform minor semi?skilled interior building maintenance such as painting, plumbing, carpentry, electrical, and other unskilled and semi?skilled trades work.
- Perform routine maintenance on lawn and power equipment. Maintain equipment and automobile maintenance logs.
- Maintain and adjust specialized turf care equipment and tools, including electric motors, pumps, sprinklers, tractors, and mowers.
- Operate forklift, tractors, mowers, jack hammers, welders, trucks, steam cleaners, buffers, washers, and other equipment as needed.
- Use hand and power tools such as saws, drills, hammers, snow blowers, jack hammers, pumps, brush cutters, generators, compressors, mowers, chainsaws, grinders, woodchipper, stump grinder, and various other equipment when required to perform a task.
- Maintain current skills and knowledge in the proper and safe techniques of building and grounds maintenance functions.
- Perform custodial work such as required and assigned, including change light bulbs and fluorescent tubes; dump garbage and reline cans with liners; replenish supplies; sweep; empty ash cans; wash windows and walls; clean rain gutters; as well as collect and dispose of solid waste from buildings and grounds; clean restrooms; pick up litter and dog waste from premises.
- Implement Borough and Public Works Department safety programs and conduct weekly safety meetings with parks staff using appropriate materials. Instruct Parks Tech I, temporary staff and volunteers in proper and safe use of tools and equipment.
- Open and close, lock and unlock facilities as needed.
- Assist in setting up and taking down equipment for various park and recreation programs, prepares facilities for park and recreation program use.
- Install and maintain goal posts and nets for sports facilities, including soccer, volleyball, baseball, softball, tennis and basketball.
- Assist in the construction of new parks facilities, including clearing, grading, drainage, and foundation work.
- Lead warehousing for all materials required for public works operations and purchase materials for sustained operations.
- Operate vehicle mounted snowplow, ice melt applicators, snow blowers, and ATV mounted snowplow.ADDITIONAL JOB DUTIES:
- Provide instruction to other employees of this or a similar job classification in all aspects of procedure and technique relating to the duties required by this job description unless such instruction requires a specialized certification which the employee doing the training does not have.
- Interviews, hires, trains, and supervises temporary employees in all tasks under the responsibility of the division.
PRIMARY SPRING/SUMMER DUTIES INCLUDE: ·
- Condition and prepare soils and plant seeds, seedlings or bulbs in greenhouse or outdoor growing areas using spades, trowels, sprayers sprinklers, cultivators, and other gardening hand tools and equipment.
- Transplant plants from growing area to display beds, places potted plants in beds or baskets according to work plans.
- Plant grass, flowers, trees, and shrubs using gardening tools. Develop work plan for all Borough beautification assets including parks, baskets, and other facilities.
- Fertilize, water, weed, or thin plants in greenhouse and growing areas.
- Trim and edge around walks, flower beds, and walls using clippers, weed cutters, and edging tools.
- Prune shrubs and trees to shape and improve growth or remove damaged leaves, branches, or twigs, using shears, pruners or chain saw.
- Apply herbicides and insecticides as necessary, using hand or automatic sprayer.
- Maintain lawns by watering, mowing, fertilizing, and monitoring the health.
- Rake and bag leaves for composting and remove litter as necessary.
- Assist in the development and implementation of beautification plans and short-term goals.
- Promote beautification activities within the Borough to include Arbor Day activities, instructional classes, and radio programs.
- Interact with contractors, vendors, sports league representatives, and the general public on a regular basis.
- Perform other related duties as assigned by the Director or Deputy Director.
Knowledge of general parks, facilities, and ball field maintenance and operations is required. Recent experience and skills in power/non-power tool applications, basic plumbing, and mechanics (basic vehicle and small engine preventative maintenance). Willingness to perform various job-related duties as situations require, a strong sense of teamwork, and the ability to work cooperatively with others. Working knowledge in effective oral and written communication, work organization, and delegation. Knowledge of greenhouse operations and landscaping desirable. Must possess knowledge of departmental policies and procedures including all safety rules and regulations. Ability to perform all assigned manual labor tasks, both skilled and unskilled, under rigorous conditions. Physical stamina and endurance. Ability to follow oral and written instructions. Willingness to perform various job-related duties as situations require, a strong sense of teamwork, and the ability to work cooperatively with others. Ability to work independently without close supervision. Ability to coordinate activities, compile data and process forms and information.
PHYSICAL ACTIVITIES INCLUDE:
Must be able to hear. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Ability to use hands to finger, handle, or operate objects, tools, equipment or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch; and taste or smell. Each of the listed activities also requires standing, sitting, walking, bending, stooping, climbing on stools and ladders, and routinely lift and carry items and boxes up to seventy (70) pounds. Frequent outdoor work and exposure to inclement weather and rigorous conditions. Crawling, bending, and stooping in confined areas. Shoveling or sweeping snow, and/or dirt from walkways. Sweeping and picking up litter.
LICENSES: Must possess or be able to obtain a valid State of Alaska driver's license with a driving record Acceptable to the Borough’s insurance carrier. Must be willing to obtain a pesticide applicator license.
EDUCATION AND EXPERIENCE: High school diploma or equivalent. Two (2) years grounds and/or facility maintenance experience preferred as well as training in gardening, horticulture, botany, or related field. Recent experience with plant materials, chemicals, production, and maintenance desired. Supervisory experience necessary. Two-year degree in related field, preferred.
