ASSISTANT COUNSEL
PENNSYLVANIA DEPARTMENT OF TRANSPORTATION, OFFICE OF CHIEF COUNSEL
The Pennsylvania Governor’s Office of General Counsel (OGC) seeks a licensed attorney to serve as Assistant Counsel in the Office of Chief Counsel for the Pennsylvania Department of Transportation (PennDOT). The position is based in Harrisburg and currently allows three (3) days in office and two (2) days telework, at the discretion of the General Counsel. The position will be classified as an Attorney 2, 3, or 4 depending on the level of relevant experience possessed by the successful applicant.
This position is at the forefront of important transportation issues affecting the Commonwealth. It’s a unique opportunity to support PennDOT’s Driver & Vehicle Services, a client that oversees key highway safety improvements relating to driver behavior, a customer-conscious business approach, implementation of motorist-related legislation, and integration of new initiatives that improve customer services, streamline processes, and upgrade quality through new technologies.
Preferred candidates will have at least five (5) or more years of legal experience, with civil litigation experience and state court trial experience being a plus for the ideal candidate. Drafting, analyzing, and editing statutory and regulatory language and legislation is an important component of the position. Excellent interpersonal skills, including the ability to foster trust and respect and to create friendly and collaborative internal working relationships with Commonwealth clients are essential. This position requires the exercise of confidentiality and independent judgment.
The successful candidate for this position will have demonstrated: (1) solid legal research, analysis and reasoning capabilities; (2) an ability to identify and resolve problems creatively and with professional discretion; (3) an ability and willingness to handle a variety of legal matters both independently and as part of a team; (4) an interest in and experience with litigation; and (5) an ability to interact and function effectively within both the greater legal community and a governmental organization.

In addition to requirement for 5+ years of legal experience, the candidate must have a Juris Doctor degree from an ABA-accredited law school and be a member in good standing with the Pennsylvania Bar.
