The Program Manager in support of the Northwest Range and Operations Sustainment Program (NWROS) (formerly known as JPARC) will be responsible for managing all aspects of contract performance and provide stewardship of government resources. The PM will manage PAE’s support to the largest joint training range in the Air Force, supported out of Eielson AFB, AK and Elmendorf AFB, AK.
Responsibilities
- Responsible for the overall supervision and control of all NWROS O&S services for the contract effort
- Primary interface and point of contact with government program authorities and representatives on program/project and contract administrative issues
- Develops positive customer relationships between the NWROS, PACAF, 11th Air Force, 354th Range Squadron, and 353rd Combat Training Squadron and PAE to achieve contract objectives
- Maintains close contact with the Contracting Officer and COR
- Establishes a close working relationship at each site to ensure an understanding of the requirements and capabilities of operations actions.
- Meet with the Contracting Officer, contract administrator, Quality Assurance personnel (QAP) and other Government personnel when requested
- Plan, budget, schedule and control resources allocated to meet requirements
- Responsible for cost containment and assessment of potential impact of future cost increases, providing Government with options to offset increases
- Interfaces with PAE to resolve problems beyond the Program’s capability
Minimum Qualifications
- Bachelor’s degree or higher required
- 20 years management and supervisory experience in the performance and execution of Air Force/Army contractors or equivalent military experience
- Significant experience working with / and or leading a USAF Threats, Ranges, and Operations environment
- Significant experience leading a large, complex, maintenance management contract (or military equivalent)
- Maintains a working knowledge of military large force exercise events involving joint and coalition forces
- Able to relocate to within 1 hour of Eielson AFB (Fairbanks, AK) within 30 days of contract award
- Possess strong communications, interpersonal and managerial skills and extensive background in leading a diverse team
- Demonstrably strong financial skills/ program management experience.
- Must be able to forecast future budget requirements and concurrently manage execution of the Program’s budget to achieve established performance objective
- Top Secret Clearance (DoD)-ability to obtain and maintain
