The City of Laramie is accepting applications for Natural Resource Program Administrator in the City Manager"s Office. The Natural Resource Program Administrator oversees the environmental preservation and maintenance operations of the City and related infrastructure; conducts a wide variety of professional office and field work related to resource management plans and projects; oversees the City"s water rights preservation program; and acts as the City"s liaison to other pertinent agencies.

DUTIES & RESPONSIBILITIES:
Manage natural resource protection programs, projects and plans and ensure policies and processes are in place to sustain and support protection objectives.
Direct City"s consumptive use plan and ensure data is collected and maintained to maximize the beneficial use of surface water rights. Administer the City"s agricultural property leases.
Direct the Casper Aquifer Protection program, groundwater monitoring network and the Site Specific Investigation hydrogeologic program.
Provide policy and technical guidance to groups (e.g., executive leadership, elected officials) to ensure natural resource protection program objectives, and relevant laws and regulations, are satisfied.
Plan, prioritize and coordinate operational activities for the groundwater protection program, components of which include groundwater assessment, aquifer/wellhead protection, water conservation and education.
Serve as staff liaison to the City/County Environmental Advisory Committee (EAC) and City Ranch Advisory Committee (RAC).

KNOWLEDGE OF:
Wyoming Water Law principles and the rules and regulations of the State Board of Control.
Principles of surface water hydrology, water measurement and watershed management.
Crop and livestock operations and modern agricultural practices and techniques.
Geological principles, including the major geological formations and features.
Water quality testing, techniques and procedures.
Computers and computer applications such as Microsoft Word, Excel, Access, Power Point and Geographic Information Systems (GIS).

QUALIFICATIONS:
(A combination of the following experience and training, or the equivalent of, would be qualifying):

Bachelor"s degree from an accredited four-year college or university with major course work in natural resources, biology, ecology, environmental science, or a related field,
Five years of progressive management in a natural resources related field performing administrative duties and exercising supervision over personnel and projects.

Applicants who are offered appointments will be required to pass a drug screening, comprehensive background investigation and driver"s license check.
