This professional position for the Orange County Corrections Fiscal & Operational Support Division is responsible for monitoring and evaluating programs and services; establishing and implementing internal control systems to monitor compliance with program requirements. This position ensures program compliance and recommends efficiency and effectiveness measures to improve program performance. Assigned duties require attention to detail, accountability, conflict management, and effective oral and written communication skills. This position requires independent judgement and is performed under the general supervision of the Fiscal Division Manager.

• Assists units within the Department with formulating contracts, scope of services requirements, Memorandum of Understandings, Intergovernmental agreements and other agreement needs/processes.
• Identifies objectives and vendor expectations, and means for measuring vendor PREA compliance and performance. Assists with contract and agreement renewal and non-renewal decisions. Conduct quarterly survey reporting.
• Collects and analyzes vendor performance data to ensure expectations of the contract are being adhered to and notifies vendors of deficiencies. Also documents results (vendor background checklist and training requirements) Tracks outcomes and provides quarterly reports to management.
• Researches and evaluates grant opportunities and works with the Grants Coordinator on grant preparation, submission, reporting, and other grant related tasks.
• Analyzes industry standards through coordination with other like agencies to assist with formulation of meaningful objectives, standards and measurements for Department contracts.
• Researches available pricing of services and goods for contracted purchases versus current contracted prices to determine if renewal pricing is consistent with current market prices.
• Develop, analysis, measurement of performance for contracts and agreements (Memorandum of Understanding, Intergovernmental, etc.) to include formulating scope of services, defining of expectations and a means for measuring them, identifying and reporting of vendor deficiencies, making recommendations for renewals/non-renewals, etc.
• Performs other related duties as assigned

Bachelor's degree in social services, public administration, public health, business administration or equivalent and two years of experience in program planning and development; or an equivalent combination of education, training or experience

Experience with writing budget objectives and submission of grants

Demonstrated monitoring and evaluation skills, including planning/participating in evaluations
