JOB GOAL
: Oversees and embraces the leadership, management, and successful implementation of day-to-day operations and capital projects with a focus on mechanical, electrical, fire/life safety, and plumbing systems for a large, and growing school system. JCPS endeavors to provide the safest, healthiest, most technically efficient, and technical classroom and schools conducive to learning for students and staff.


DUTIES AND RESPONSIBILITIES:

  • Supports the HVAC, Plumbing, and Electrical departments of Facility Services to mentor and ensure effective management, planning, budgeting, efficiency, customer service, project management, and preventative maintenance.
  • Promotes, ensures, and assists with the overall effectiveness and success of the Facility Services department providing superior customer service and a commitment to continuous improvement of the department.
    • Oversees all activities related to the planning, design, and procurement of MEP related projects including solicitation for professional and construction services, design, scheduling, budgeting, bidding, and construction phases.
    • Manages and coordinates all features of MEP capital projects in collaboration with facility staff, school staff, outside agencies, design professionals, and contractors.
    • Prioritizes, tracks, and recommends facility needs, assists with budgets and funding requests.
    • Contributes and offers insight to the design of new schools and retrofitting existing schools using lifecycle cost analysis and sustainability goals.
    • Ensures compliance with North Carolina General Statutes, federal and state uniform guidance regulations, Johnston County Board of Education policy and financial manual, and local authorities having jurisdiction.
    • Recruits and ensures minority and historically underutilized business participation.
    • Assists as needed with the hiring, training, performance coaching, and evaluation of personnel.


  • Performs other duties and accepts responsibilities as assigned.


KNOWLEDGE AND ATTRIBUTES
:

  • Expertise and working knowledge of mechanical, electrical, plumbing, fire/life safety, and automated building control systems.
    • Proficient in energy efficiency best practices, lifecycle cost analysis, ASHRAE, LEED, and other societal standards, technologies, and design.


  • Understanding of federal, state, and local design guidelines, as well as energy conservation and air quality legislation, techniques, and standards.


  • Experience in construction administration including preparing scopes of work, requests for proposals and qualifications, budget estimates, soliciting bids, contract administration, and overseeing projects through to successful completion.
  • Knowledge of building, fire and life safety codes, OSHA regulations, safety hazards, and safety best practices.
  • Ability to negotiate with tact and professionalism to ensure maximum value for expenditures and resolution of contract issues.
  • Knowledge of computers and computer programs necessary to complete the duties of the position, experience with Google suite preferred.

  • Must be able to communicate effectively orally and in writing and establish working relationships with all school personnel, public officials, and contract vendors in order to meet the duties of the position.


PHYSICAL REQUIREMENTS:

  • Must be able to perform medium/heavy lifting exerting up to 50 pounds of force occasionally, and/or a negligible amount of force to constantly lift, carry, push, pull, or move objects.
  • Must be able to climb ladders and be capable of walking, climbing, driving distances to complete the tasks required of the position.


ACCEPTABLE TRAINING AND SPECIAL REQUIREMENTS
:

  • Bachelor of Engineering Degree in Mechanical Systems from an accredited university preferred, or at least 15 years of experience and training which provides the required knowledge, skills, and abilities to complete the duties of the position.
  • Registration as a professional engineer preferred.
  • 5+ years in design or project management.
  • Possession of a valid North Carolina driver’s license.
  • Must be able to work flexible hours including nights and some weekends during emergencies to perform the duties of the position.
