Job Duties
DMV seeks to fill the Manager position at our Stephen City Scales Motor Carrier Service Center. The Manager is responsible for the planning, managing, and coordinating operations for a permanent weighing facility. This includes supervision of personnel, adhering to a budget, maintenance of equipment and properties, training, and safety. The Manager will evaluate employee performance relative to the implementation of regulations, laws, policies, and procedures and oversee DMV service functions for liquidated damage payments, reinstating suspended drivers, and running transcripts. In addition, the manager will act as a technician to maintain the designated schedule and keep the operation running to capacity. The working manager will rotate on the schedule as needed to maintain the full operation of the facility.
Job Duties include:
Monitor trucks for compliance with state and federal statutes about the size and weight of trucks using the Commonwealth's interstate, primary, and secondary roads. DMV administers Virginia’s truck weight program by establishing policies and procedures and providing funding, facilities, equipment, and human resources to facilitate weighing operations. The program also supports other activities such as truck safety, inspections, dyed fuel checks, hazardous material monitoring, and customer services related to licensing, credentialing, tax payments, issuing citations for license violations, registration, and tax requirements, carrying out vehicle seizure, etc.

Minimum Qualifications
Considerable knowledge of:
- Customer service management and practices
- Cash management, inventory control methods and procedures, PCs, Microsoft Office products, performance management, process improvement principles, HR management, facilities management, customer service practices, computer systems, and databases.
Working knowledge of:
- Data analysis and evaluation techniques
- Personal computers, databases, and IT systems
- Microsoft Office products, including Word, Excel, Outlook, etc.
- Accounting practices and procedures
- Financial Management
- Process improvement principles
- Managing cash and non-cash assets, expenditures, and revenues
- Knowledge of the Freedom of Information Act, the Privacy Protection Act, the Motor Vehicle Code of Virginia, and DMV policies and procedures related to MCSC operations.
- Communication, organizational, analytical, problem-solving, motivational, and planning skills.
- Effective oral and written communication skills are necessary to communicate with all internal and external team members and customers.
Proven ability to:
- Analyze and evaluate operational performance to ensure established goals and targets are met; develop strategies and implement operational strategies for improving performance; read, interpret, apply, and explain complex statutes such as the Motor Carrier Size, Weight & Equipment Requirements Manual, and other rules, laws, regulations, policies, and procedures used in the motor carrier customer service centers.
- Plan scheduling a 24-hour weigh station and random mobile operations; ability to move portable scales (~50 pounds); ability to accurately manage and account for revenues and expenditures.
- Perform the task of drawing and sampling diesel fuel from vehicles' fuel tanks to determine whether or not dyed diesel fuel is present in the fuel tanks of inspected vehicles; to correctly record data and secure samples of fuel when the presence of dyed fuel is suspected, following the chain of evidence procedures.
- Testify in court on disputed citations and provide expert witness testimony as required.
- Adjust priorities and manage time wisely in a fast-paced environment.
- Analyze data and make recommendations for improvements; prepare spreadsheets if needed to develop management reports.
- Communicate in a clear, concise, understandable manner; listen attentively to others; understand new directives and provide instructions to employees on changes.
- Maintain records and documentation about workforce performance; develop and train, build working relationships, utilize staff skills, conduct meetings, make presentations, and promote a team environment.
