THE POSITION

IDEAL CANDIDATE
The Sacramento Marina is part of the City of Sacramento Department of Public Works and operates under the Parking Services Division. The Marina Manager reports directly to the City of Sacramento Parking Services Division Manager and is stationed at the Sacramento Marina.

The ideal candidate for this position shall be proficient with both administrative tasks and field operations, including, but not limited to, computer literacy with Microsoft office, professionally written performance evaluations, possess strong communication skills, with working experience in marina operations, boating operations, staff deployment, and municipal regulations related to waterways and water safety. This position will provide direct supervision to a team of both administrative and operations staff. The ideal candidate will also have an understanding that the Marina Manager may be required to perform additional tasks such as maintenance of the Marina and clerical tasks, as needed. As the Marina operation is staffed by a small team, this position will require work on the weekends, nights, holidays, in inclement weather, and be available outside of work hours for emergencies.

Under limited direction, the Marina Manager develops, administers, and supervises the Marina enterprise operations, including the effective and proper maintenance of all marina facilities; performs administrative work in planning and directing the City’s Marina Enterprise Fund operation; assures that program and maintenance objectives are accomplished through the supervision of personnel, and through compliance with rules and regulations; responsible for coordinating Marina properties and facilities with tenants’ lease agreements and permits.

DISTINGUISHING CHARACTERISTICS

This is a single-position management classification. The Marina Manager directs the work of the Sacramento City Marina Division and has the ability to exercise independent judgment and ingenuity to accomplish program objectives and meet the needs of the boating public. The Marina Manager has broad management responsibility in planning and directing the daily (24-hour) operation in accordance with departmental policies and rules, and Federal, State and local regulations.

SUPERVISION RECEIVED AND EXERCISED

Limited direction is provided by the Parking Manager. Responsibilities include direct and indirect supervision of professional, technical, and clerical personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Develops goals and objectives for the Marina Division; updates, develops, and implements the Division’s Business Plan; formulates, plans, and implements programs and activities;
  • Responsible for compliance of laws, ordinances, rules and regulation governing the Marina operation.
  • Develops and oversees Division’s expense, capital improvement, and revenue budgets; manages concession contracts, and Boating and Water Ways loan contracts.
  • Confers and corresponds with City departments and governmental agencies, including Department of Fish and Game, Army Corp of Engineers, Reclamation Board; State Lands Commission, Water Quality Control Board.
  • Regularly inspects all marina facilities to ensure facilities and grounds are adequately maintained, safe and ready for use.
  • Compiles and presents to the Parking Manager regular reports on berthing issues and revenues along with recommendations for changes in rate structures;
  • Responds both verbally and in writing to complaints, concerns or requests for information.
  • Acts as a liaison with the Marina Patrol Division regarding safety and security issues.
  • Performs other or related work as assigned.

QUALIFICATIONS

Knowledge of:


  • Principles and objectives of municipal marina administration and operation laws, ordinances, rules and regulations.
  • Governmental budgeting and contracting policies and procedures. Pleasure craft and boating laws, and related boating codes, rules, and regulations.
  • Operations, security, and maintenance of a marina.
  • Environmental regulations pertaining to marina operations.
  • Principles and practices of personnel management and supervision.
  • Principles and practices of financial record keeping.
  • Budget preparation and administration
  • Lease agreements and permits.

Skill in:
  • Oral and written communication.
  • Customer service.
  • Application of the practice and principles of supervision.
  • Use of computers, computer applications, and software.

Ability to:
  • Plan, organize, coordinate, and direct the activities and personnel involved in a municipal marina activity.
  • Establish and maintain effective working relationships with employees, City officials, civic organizations, and the public.
  • Interpret the policies of the City and the Public Works Department to employees and to the public.
  • Administer, plan, and direct marina operations.
  • Supervise, evaluate, and train professional, technical, and clerical personnel.
  • Maintain records and prepare reports.
  • Understand, interpret, apply, and explain regulations, rules, policies, and procedures.
  • Communicate effectively both orally and in writing.
  • Deal tactfully and diplomatically with the general public and other government agencies regarding relevant codes, regulations, policies, and procedures.

EXPERIENCE AND EDUCATION

Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Six years of progressively responsible managerial experience, including at least three years of experience in the management of marina operations.

Education:

A bachelor’s Degree from an accredited college or university with major coursework in business administration or a closely related field.

Substitution:

Additional qualifying experience may substitute for the required education on a year for year basis.

PROOF OF EDUCATION

Should education be used to qualify for this position, then proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment. Unofficial documents and/or copies are acceptable.

An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.

SPECIAL QUALIFICATIONS

Driver License:

Possession of a valid California Class C Driver License at the time of appointment. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.

Ability to work nights, weekends, and holidays, and respond to emergencies as necessary.
