General Duty Statement

Performs technical work assisting project managers and neighborhood organizations with projects; and performs related duties as required.

Are you looking for a full time opportunity working in Saint Paul Regional Waters Services? There are two available positions that will assist the Saint Paul Regional Water Services (SPRWS) Department with continued development and implementation of a 10-year plan to replace all lead water service lines. Located at 1900 Rice Street, Saint Paul, MN 55113 and will work primarily daytime business hours, Monday through Friday. Candidates for these two positions must be able to communicate fluently in Hmong or Spanish.

Primary Responsibilities:

  • Assist in the continued development and implementation of a 10-year plan to replace all lead water service lines (approximately 26,000) in SPRWS service areas.
  • Develop and implement outreach plans to educate customers about the Lead Free SPRWS program. Work to obtain legal agreement forms to confirm participation from customers in project areas. Outreach includes mailing, phone calls, emails, larger events, and door knocking to obtain maximum participation.
  • Assist in the development and update of outreach materials to help gain attention and understanding of the program.
  • Schedule and attend pre-construction inspection appointments. Explain next steps to the customer and answer any questions they may have. Document and photograph basements where construction will impact to assist in developing action plans for day of construction.
  • Coordinate and schedule with SPRWS crews, homeowners, tenants, and contractors through entire lead service line replacement process.
  • Coordinate post-installation water quality testing, in line with EPA requirements.
  • Utilize ArcGIS, Oracle, CIS software, AMANDA and Microsoft Office to process permits and track project progress.
  • Attend meetings and communicate with department supervisors regarding program progress and updates.

Requirements

Two years of college with course work in Public Administration, Business Administration, Urban Planning, Economics, Management or a related field

OR

Two years' experience as a project technical assistant in a property development organization or equivalent.

All candidates must be bi-lingual and be able to fluently read, write, and speak both English and one or more of the languages specified in the examination announcement.


Preferred Qualifications:

A valid Minnesota Class D Driver's License, or equivalent out-of-state driver's license.

Selection Process Information

Assessment: Qualifications Rating
The Qualifications Rating is an assessment of your completed application and answers to the Supplemental Questionnaire. Be as specific and detailed as possible in completing your application and questionnaire. You must submit your completed application and supplemental questionnaire by the application deadline.

GENERAL INFORMATION:

Eligible Lists Created from Open Job Posting: You must receive a score of 75% or higher to pass the assessment and be considered for the position. Non-promotion eligible lists typically are pass/fail and promotion eligible lists are typically ranked. If the open eligible list created contains a veteran, one open list will exist. When there are no veterans remaining on the eligible list (i.e. hired, withdrawn) from an open list that also contains promotional candidates, two lists will be created: one open list and one promotion list. If two lists exist, the promotion list must be exhausted before the open list is considered.

Final Selection Process: Those who pass will be placed on an eligible list for approximately six months and all will be notified of their status. A Hiring Manager will consider those applicants eligible for hire. You will be notified if you are invited to participate in the final selection process which may include an interview, job simulation, work sample submission, or other evaluation method.
