General Purpose

The hiring salary for this position is $48.0523 - $68.7629/hour
$99,948.71 - $143,026/annual.
The IT Manager, plans, coordinate and oversees all activities related to the design, development, implementation and support of all infrastructure services and the IT service desk. Oversees design, setup, configuration, maintenance and on-going support of various infrastructure services within the City. Coordinates and supervises Operations division staff (System Administration Team and Service Desk Team) and ensures service level commitments are met to internal and external customers.

Essential Duties & Responsibilities

  • Ensures the design and integration of the IT infrastructure and service desk team lead to increased effectiveness and efficiency for City departments
  • Manages large technical projects with a broad and long range City impact
  • Prepares annual budget requests and manages budget expenditures for the division
  • Oversees the division workplan in alignment with the IT Strategic Plan
  • Reviews and analyzes existing technologies effectiveness and efficiency and develops strategies for improving and integrating these systems
  • Responsible for Department Wide ITIL processes for Incident, Service Request, Change, Problem and Knowledge Management
  • Responsible for ensuring disaster recovery plan is updated and the plan including testing is meeting established standards
  • Develops contingency plans to cover various systems failure scenarios and systems recovery and restoration procedures
  • Translates business requirements into technical processes and system solutions that are aligned with the IT department strategic plan and industry best practices
  • Ensures that all work is end-user focused, committed to excellence, with a strong attention to detail during all phases of the project lifecycle including discovery, initiation, requirements, design, development, testing and implementation
  • Negotiates priorities and builds consensus among City departments, external customers, application end-users and IT staff
  • Collaborates with various stakeholders on the planning and evaluation of new IT systems
  • Assists end-users by answering questions about system configurations, operations, customizations and changes; resolves technical support issues and problems as needed
  • Provides subject-matter expertise and primary hands-on technical hands-on administration for assigned systems
  • Ensures that operating procedures, contingency plans, standards and guidelines are followed
  • Plan and perform application and database tuning, configuration, upgrades, monitoring and administration
  • Assists in developing and evaluating IT strategies, policies and procedures
  • Monitor and enhance existing network, hardware, and software systems, including data and voice
  • Document all work products and progress in the IT Service Management System
  • All city employees must model and demonstrate the City Values at all times during the course of employment; to include: Integrity, Collaboration, Innovation, Respect and Excellence

Minimum Qualifications

Bachelor's degree in Computer Science, Information Systems, Business Administration or closely related field and at least six years of related progressively responsible experience required. Experience leading and supervising technical teams is required. Extensive experience in technical analysis, project management, service desk management, enterprise infrastructure management, technical documentation and quality management is required. Experience in a similar role in local government and public safety is desired. Cisco, Microsoft, VMWare or related technical certifications desired. Experience and training in ITIL with ITIL Foundations Certification preferred. CJIS certified or ability to obtain certification within 30 days of employment. An equivalent combination of education, training and experience which provides the required knowledge, skills and abilities may be considered.
