Job Summary


As the Issuance Advisor you will preserve the integrity and accuracy of the benefit delivery systems (MAXIS, MEC² and EBT) for public assistance programs.

The primary relationship responsibility as the Issuance Advisor is to support county and Tribal Nation workers in areas of benefit issuance, which they are unauthorized to perform. The incumbent is in the position will serve as the communication link between DHS and various financial institutions in the area of benefit issuance. The incumbent serves as a resource to the Department of Finance, financial institutions, county and Tribal Nation workers, child care providers and vendors.

The incumbent will:

  • Assist in performing state-level cash and food support benefit issuance functions which counties and/or tribes are not authorized to do, in order to ensure accurate, timely and financially accountable delivery of client benefits.
  • Develop and maintain effective working relationships with county, tribal and state staff, vendors, Treasury, Financial Operations, Minnesota’s EBT vendor, Retailers and banking institutions.
  • Monitor financial reports for benefit timeliness, accuracy and integrity. Perform state-level issuance functions on EDGE Web-Admin in an accurate and timely manner.

Qualifications

Minimum Qualifications

Two (2) years of professional experience determining public assistance eligibility, public assistance policy interpretation and/or training. Experience must demonstrate:

  • Detailed policy knowledge of cash assistance and Supplemental Nutrition Assistance Program (SNAP)
  • MAXIS knowledge
  • Knowledge in public assistance processing operations along with case management procedure or public assistance accounting procedures.
  • Ability to translate technical and system information for non-technical customers

Preferred Qualifications
